In a case that has shocked the local community in Newport, Andrew Carr, a 23-year-old man, has been officially placed on the sex offenders’ register for a period of five years following an incident where he was caught performing a lewd act from his flat window.The incident took place in broad daylight, with Carr’s actions witnessed by schoolgirls from Adams’ Grammar School, who were sitting on a bench nearby.
According to court reports, Carr’s inappropriate behavior was observed by a bystander who was parked in the vicinity.
The witness saw Carr looking out from his flat situated on High Street, Newport, and engaging in a lewd act while the girls were in plain sight.
The same witness also reported that Carr appeared to be taking photographs of the girls using a camera or mobile phone, raising further concerns about his intentions.
When Carr noticed a police officer nearby, he quickly stepped away from the window, seemingly attempting to conceal his actions.
This prompted immediate police intervention, leading to his arrest and subsequent interview.
The incident was brought before Telford Magistrates Court, where Carr faced charges related to his conduct.
During the court proceedings in January, Carr admitted to two charges: intentionally exposing himself with the intent to cause alarm or distress to others.

Additionally, Carr was sentenced to a three-year community order, which includes a rehabilitation requirement and participation in a sex offender treatment program.
