PAEDOPHILE IGNORED SEX OFFENDER RESTRICTIONS
A convicted paedophile and rapist has been re-arrested after police caught him not following the terms of his sex offender registration.Alfred Brown, aged 42 from Newport’s Corporation Road, was sentenced to 10 years in prison in June 2014 after being convicted of rape and sexual acts involving a child under 16, following a jury trial.
According to prosecutor Alice Sykes, Brown’s most recent offence took place after he had been released from prison.
Despite being monitored, he did not comply with the notification requirements of the sex offender register, including failing to update his address where a child might normally reside for over 12 hours.
The defendant admitted to this offence, which involved a minor girl at the residence, during a summer incident in Monmouthshire on July 15.
His lawyer, Zoe Laugharne, pointed out that his guilty plea at an early stage was a positive aspect of his case.
She indicated that Brown was capable of community rehabilitation, citing the lack of sufficient support in his reintegration efforts.
She added he is suitable for one-on-one rehabilitation programs and is supported by his partner with stable accommodation.
Ms Laugharne also noted Brown’s challenging childhood, which included frequent placements in care and issues with drug misuse.
Judge Tracey Lloyd-Clarke, the Recorder of Cardiff, admonished Brown for not taking accountability and for trying to shift blame onto the police.
She emphasised that he had failed to recognize the danger he posed to children and discussed his repeated violations of the order, describing his compliance as “poor.” Formerly of Blaenavon, Brown received a 12-month sentence, with half served behind bars, followed by license conditions.
He will also be obliged to pay a statutory victim surcharge.
