TRIPLE KILLER ALEXANDER LEWIS-RANWELL CONTINUES LEGAL CHALLENGE OVER NEGLIGENCE
In 2019, Alexander Lewis-Ranwell, who was battling paranoid schizophrenia and delusions, murdered three individuals under the false belief that they were involved in paedophilia.The victims included twins Richard and Roger Carter, who were both 84 years old, and Anthony Payne, aged 80.
He was acquitted of manslaughter through a verdict of insanity and placed at Broadmoor Hospital, a high-security mental health facility.
Prior to the killings, Lewis-Ranwell had been detained by police twice within a 48-hour period and later sued several agencies—G4S Health Services (UK), Devon & Cornwall Police, Devon Partnership NHS Trust, and Devon County Council—for negligence, claiming they failed to prevent his release despite the obvious danger.
The Court of Appeal ruled that his case should proceed, emphasizing that someone genuinely insane should not be barred from claiming damages for acts they committed without moral responsibility due to their lack of awareness of their wrongfulness.
