ALAN PACKENHAM'S HORRIFIC ANIMAL CRUELTY IN THORNTON REVEALED

In a disturbing case of animal neglect and cruelty, Alan Packenham, a man residing at 42 Lower Hey, Thornton, Liverpool L23 9UR, was found guilty of severe animal hoarding and mistreatment in 2022. The investigation was triggered after a concerned member of the public alerted authorities when Packenham was hospitalized, prompting the RSPCA to conduct a thorough inspection of his property.

When RSPCA inspectors arrived at Packenham’s residence in August 2021, they were immediately confronted with an overwhelming and repulsive stench of faeces and urine that permeated the entire property. The scene inside was one of utter squalor, with filth covering nearly every surface and animals living in deplorable conditions. The inspectors discovered a total of 20 cats and three kittens, along with four dogs and three ferrets, all confined within a space that was grossly inadequate for their needs.

Among the animals found were two female cats, one of whom was severely underweight, and three kittens that were discovered inside an open drawer. The kittens were infested with fleas and in urgent need of medical attention. The conditions of these animals were so dire that all five cats were transported to a nearby veterinary practice for immediate care. Tragically, two of the kittens were in such poor health that one died within minutes of arriving at the vets, and the other succumbed later. The remaining cats and dogs were taken into the care of the RSPCA, with the cats placed in an animal centre and approved kennels, while the ferrets and a corn snake were transferred to specialized rescue facilities.

Further inspection revealed that two of the three German Shepherd dogs, kept with a crossbreed, had been muzzled and left in distress. The inspectors also found two fish in an aquarium, and disturbingly, four of five snakes kept at the property had perished, their bodies decomposed and left in the same filthy environment. The overall scene was one of neglect, with faeces and rubbish covering every available surface, as described by Inspector Lisa Lupson in her witness statement.

Inspector Nadine Pengilly recounted her experience, noting that the kittens were crawling with fleas, appeared weak, and lethargic, to the point that she had to verify they were still alive. Over multiple visits, Inspector Lupson managed to rescue 14 cats and the four dogs, but sadly, another cat was found dead during this process.

Veterinary surgeon Vanessa Whitfield, based at the RSPCA’s Greater Manchester Animal Hospital, examined the animals and confirmed that the three kittens, five of the cats, and two of the German Shepherds had all suffered due to Packenham’s neglect. She emphasized that the owner had failed to provide a hygienic environment, adequate space, sufficient food and water, and proper veterinary care. The veterinarian explained that caring for such a large number of animals would typically require at least two full-time staff members, supported by volunteers, to ensure their well-being.

Dr. Whitfield’s report indicated that these failings had likely persisted for at least three months, with the possibility that the neglect had continued for many months or even years. The court found Packenham guilty of animal cruelty and neglect, sentencing him to 16 weeks in prison, suspended for 12 months. Additionally, he was ordered to complete 150 hours of unpaid community service, pay £595 in costs and charges, and was banned from owning animals for life, effectively prohibiting him from ever keeping pets again.

This case highlights the importance of animal welfare and the ongoing efforts of authorities to combat cruelty and neglect in the community of Thornton and beyond.
