KINROSS NHS SUPERVISOR PLACED ON THE SEX OFFENDERS REGISTER FOR SEXUAL ASSAULT AND HARASSMENT
An NHS supervisor who repeatedly spanked a colleague during a three year campaign of sexual abuse has been placed on the sex offenders register for five years.Community councillor William Freeman "skelped" the woman with a "pair of marigolds" during the sexually motivated harassment within the hospital.
Freeman, who is the Chair of Light Up Kinross - which organises the town's festive display - was ordered to carry out 200 hours unpaid work after being found guilty.
Catering supervisor Freeman, 47, repeatedly groped the 53-year-old woman and told her he would break into her home and hope to find her naked.
Colleagues of the victim described several incidents where Freeman smacked her on the bottom with various items, including a clipboard and rubber gloves.
He was found guilty of sexual assault within a Fife hospital between 1 January 2022 and 1 January 2025.
The woman said he grabbed her bottom, pinched her breast, and repeatedly subjected her to sexualised comments and touch.
Freeman also told her he expected her to be waiting naked for him in her bed or he would break into her house.
Sheriff Tim Niven-Smith stated she was a good witness and believed her testimony, concluding that the conduct was sexual.
Freeman has served on Kinross Community Council for several years and is a member of the local Round Table.
Her solicitor confirmed he has limited experience of romantic or sexual relationships and had a lot of acquaintances but few close friends.
He is currently suspended from his NHS post and faces an internal hearing in January, where dismissal is possible.
