PERTH MAN STEVEN RAMSAY SENTENCED FOR SEX OFFENSES INVOLVING TEENAGE GIRL IN KINROSS AND PERTH
Steven Ramsay believed to now be living in Cowdenbeath.In a disturbing case that has shocked the local community, Steven Ramsay, a 34-year-old man from Perth, was convicted of grooming a teenage girl and engaging in sexual activities with her in the vicinity of Kinross and Perth.
The incident, which came to light in early 2018, involved a series of manipulative and predatory behaviors that culminated in Ramsay meeting the girl near her home shortly after her 16th birthday.
According to court reports, the victim, who was only 15 at the time, was subjected to persistent messaging from Ramsay, who bombarded her with numerous texts and coaxed her into sending explicit images.
The girl’s family grew increasingly concerned about her well-being as her condition deteriorated, prompting them to seek medical help.
She was eventually admitted to Victoria Hospital in Fife, where she was found to be hallucinating and under the influence of unknown substances.
The hospital staff described her as highly agitated and vulnerable, with signs indicating she was at significant risk of sexual exploitation.
Prosecutor David Bernard revealed during the hearing at Perth Sheriff Court that the girl declined to disclose the source of the substances that affected her.
However, her mother suspected Ramsay, whose name was linked to the case after a relative discovered the incriminating messages on her phone.
These messages, along with screenshots, were handed over to the police, leading to Ramsay’s arrest.
Law enforcement officers located Ramsay in a car park at Perth College, where he was waiting to meet the girl.
During questioning, Ramsay admitted to exchanging explicit images with her and confirmed that he had engaged in sexual activity with her once she turned 16.
He also acknowledged that many of the inappropriate communications occurred when she was only 15.
Ramsay further admitted that he had used an empty building for sexual encounters and that he had sex with the girl in his car near a monument in Kinross.
In court, Ramsay confessed to manipulating the girl’s emotions and admitted that he did not genuinely love her, but rather used her for sexual gratification with the intent to humiliate, distress, or alarm her.
He pleaded guilty to meeting her while believing she was under 16 and to using her for sexual purposes.
The judge, Lindsay Foulis, decided to defer sentencing to a later date.
As part of the legal process, Ramsay was also added to the sex offenders’ register for a period of ten years, ensuring that his details will be publicly accessible for that duration.
The case highlights the ongoing concerns about grooming and exploitation of minors in the Perth area, prompting calls for increased vigilance and protective measures for vulnerable young people.
