BLACKPOOL DOG ABUSE CASE: RYAN SEEL AND DEBBIE SLATER SENTENCED FOR STARVING JACK RUSSELLS

In a disturbing case that has shocked the community of Blackpool, Ryan Seel, born 18 October 1994, and Debbie Slater, born 20 May 1990, both residents of Peter Street, were found guilty of neglecting their six dogs, specifically three of their Jack Russells, to the brink of death through starvation.

Authorities first became aware of the dogs' dire condition after receiving multiple complaints from concerned residents about the noise coming from the property.

Upon investigation, council officers visited the residence and observed the severe state of the animals.

The three emaciated dogs were so critically underweight that they had to be transported in a shared cat basket to an animal hospital for emergency treatment.

The local authority’s team reported that the dogs were within 24 hours of death if intervention had not occurred.

The RSPCA’s welfare officers subsequently conducted a thorough investigation and removed the animals from the premises.

The severity of their condition was attributed to either prolonged neglect or a recent period of starvation, as confirmed by prosecutor Paul Ridehalgh.

During the court proceedings, the prosecution highlighted that three of the six dogs, which included two males and four females named Jack, Junior, Sasha, Angel, Coraline, and Jazz, were on the verge of death.

The dogs had been severely malnourished, with their lives hanging in the balance due to inadequate care.

Defence attorney Gerry Coyle, representing Ryan Seel, explained that his client’s living conditions were poor, citing issues such as dampness and leaks in the property.

He also emphasized that both Seel and Slater were reliant on Universal Credit and living in poverty, which made affording veterinary care difficult.

Coyle stated, “What happened with the dogs was not because they don’t love and care for them, but for financial reasons.” Similarly, Brett Chappell, defending Debbie Slater, appealed for leniency, noting that the couple’s other dog, a Shar Pei, was in good health.

Chappell acknowledged that the neglect was not a deliberate act of cruelty but admitted that their efforts fell significantly short of acceptable standards.

Both Seel and Slater pleaded guilty to two charges each, which included causing unnecessary suffering to the Jack Russell dogs and failing to provide proper food and water, thereby neglecting their animals’ welfare.

As part of the sentencing, the court ordered Seel to complete a one-year community punishment, including ten days of rehabilitation activities, and to undertake 100 hours of unpaid work.

Slater received a four-month curfew, restricting her movement during certain hours.

Additionally, both individuals were ordered to pay costs amounting to £414 each.

They were also banned from owning or caring for animals for a period of ten years, with the ban set to expire in June 2033.

This case has once again highlighted the importance of animal welfare and the consequences of neglect in the Blackpool area, prompting ongoing discussions about the responsibilities of pet owners and the role of authorities in protecting vulnerable animals.
