PAUL SMITH'S HORRIFIC 51-YEAR CRIMINAL SPREE IN BOLTON, BRADFORD, AND HORWICH
In a disturbing case that spans over five decades, Paul Smith, a man notorious for his relentless pattern of indecent exposure and sexual misconduct, has once again found himself behind bars. His criminal activities, which have persisted since he was a teenager, have caused widespread alarm and outrage across Bolton, Bradford, and Horwich.Smith, now 65 years old, has been dubbed 'Britain's worst flasher' due to his extensive record of 170 offences committed during his 51-year campaign of public indecency. His first convictions date back to 1972 when he was just 14 years old, and since then, he has been repeatedly prosecuted for exposing himself to innocent passers-by, including women at bus stops and young children in their own gardens.
Throughout his criminal history, Smith has been subjected to various court orders, including sex therapy programs and restrictions on his movements, all in an attempt to curb his disturbing behavior. Despite these measures, his actions have continued unabated. One judge, in particular, described him as a 'one-man public nuisance' and ominously predicted that he would 'end up dying in prison.'
His violent and reckless streak was vividly demonstrated when vigilantes, enraged by his latest offence, left him with multiple fractures after a revenge attack. This incident occurred after Smith traveled approximately 50 miles from his home in Horwich, Bolton, to target children, including a seven-year-old girl, at a local bus stop.
During court proceedings, Smith has offered little insight into his motives, merely attributing his behavior to 'compulsive attention-seeking' or claiming that he reacts to 'stress scenarios.' He has also openly admitted that he believes he will never be able to stop and has expressed a desire to be noticed, which seems to fuel his persistent misconduct.
His latest arrest came in April, shortly after he received a suspended sentence in Bradford, West Yorkshire, for similar offences involving flashing at women and children at bus stops in Halifax. The incident that led to his recent incarceration involved a bus driver witnessing Smith gesturing and exposing himself to passengers on a busy Manchester street. The driver observed Smith waving his penis for over two minutes, prompting him to call the police. When apprehended, Smith claimed he was merely 'running for a bus.'
At Manchester Crown Court, Smith pleaded guilty to outraging public decency and was sentenced to 25 months in prison. He will also be subject to a lifetime Sexual Harm Prevention Order (SHPO) and must register as a sex offender. His criminal record is extensive, with his first jail term in 1998 for exposing himself to children in Bolton, and subsequent sentences including a six-year term in 2010, a four-year sentence in 2014 after an incident in Bradford, and multiple breaches of court orders involving disguises and public indecency.
In 2014, Smith was chased and assaulted by vigilantes after he exposed himself in Bradford, suffering severe injuries including fractured ribs, a broken collarbone, pelvis, and wrist. The incident was so severe that a citizen's arrest was carried out by the victim's father, who intervened to prevent a lynch mob from killing Smith. The father later described how the community's outrage was justified, given Smith's long history of sexual offences.
Smith's pattern of offending is well-documented, with his record including 108 previous convictions for sexual offences dating back to 1972. His repeated breaches of Sexual Offences Prevention Orders, which banned him from loitering around women and traveling with a bicycle, have demonstrated his persistent disregard for court rulings.
His criminal activities have often taken him outside his hometown of Bolton, with notable incidents in Bradford and Manchester. In July 2019, he traveled 48 miles by train to Bradford, where he exposed himself to a young girl in her garden. This led to a chase, a crash into a tree, and a ten-day hospital stay. Despite claiming he 'lost control,' the court found his actions to be deliberate and dangerous.
Most recently, in April 2023, Smith was caught on camera waving his genitals at passengers on a Manchester bus, an act that resulted in his arrest and subsequent sentencing. His defense argued that he cannot control his impulses, but the judge emphasized that his actions are highly dangerous and cause significant harm to the community.
Throughout his numerous court appearances, Smith has shown little remorse, often blaming stress or claiming a need for medication. Nevertheless, the courts have consistently responded with lengthy sentences and strict orders to prevent further harm. His case remains a stark reminder of the dangers posed by repeat offenders with a long history of sexual misconduct, and the ongoing challenge of managing such individuals within the criminal justice system.
