    In a case that has sent ripples through the communities of Barnet and Enfield, Michael Palowkar, a 64-year-old man residing on St Luke’s Avenue in Enfield, was brought before Harrow Crown Court in July 2005 to face serious allegations stemming from an incident that occurred over three decades earlier. The proceedings revealed that Palowkar, who once served as a teacher at one of Barnet’s most prestigious schools, Queen Elizabeth’s Boys’ School located on Queens Road in Barnet, had pleaded guilty to the sexual assault of a pupil in 1973.

    Despite the gravity of the offense and the fact that the incident took place 32 years prior, the court opted against imposing a custodial sentence. Instead, Judge Roger Sanders sentenced Palowkar to 190 hours of community service, emphasizing the long passage of time since the offense as a key factor in his decision. Additionally, Palowkar was ordered to participate in a sex offenders’ group rehabilitation program for a period of three years and was mandated to pay costs amounting to £500.

    Judge Sanders expressed a cautious concern about the potential ongoing risk Palowkar might pose to children. While acknowledging that Palowkar had no previous convictions before or after the 1973 incident, the judge stated, “You have not been convicted of any offence before or since then, and I like to think the danger threshold has passed.” However, he added, “There’s always a risk where this tendency remains, and I believe it does and needs to be addressed.”

    During the hearing, the judge also criticized the handling of the case by Queen Elizabeth’s Boys’ School and the Barnet Local Education Authority (LEA). He expressed disbelief that, despite their awareness of the allegations at the time, no warning was issued to parents or the community. “I find it very hard to understand,” Judge Sanders remarked. “I’m startled to discover that Barnet LEA and the school headmaster were clearly aware of this allegation, and yet nothing was done. That’s not Mr Palowkar’s fault, but I feel the need to comment on it. They all knew and nothing was done.”

    It was noted that none of the individuals involved with Barnet LEA or the school at that time remain employed there today. The case only resurfaced when Palowkar applied to serve as a cricket coach and umpire for children under the auspices of the English Cricket Board. During background checks, authorities uncovered concerns that led to the involvement of the Barnet Child Protection Team (CPT). The team collaborated with the victim to bring the case to court, highlighting the importance of safeguarding measures and background screening.

    Outside the courtroom, Palowkar declined to comment on allegations suggesting he may have abused other children. He stated, “No more cricket; that’s the end of it. I’m not going to have anything to do with people under the age of 18. It’s music and walking for me.” He has been permanently banned from working with children and is now listed on the Sex Offenders’ Register.

    Paul Thomas, a representative from Barnet CPT, expressed concern about the case, saying, “We’ve had one person prepared to go to court. There have been concerns about Mr Palowkar’s past, but we’ve got only one victim. I’m concerned there may be other people, but we are not pressing for any other offences.”

    In response, a spokeswoman for Barnet Council, representing the Barnet LEA, emphasized the long-standing nature of the case and the measures taken to prevent future incidents. “This incident was over three decades ago. Barnet Council has very robust recruitment procedures with enhanced criminal records bureau checks, and interview panels of officers and governors are fully trained. Every step is being taken to ensure this does not happen again,” she stated, underscoring the authority’s commitment to safeguarding and thorough vetting processes.
