MARK WILLIAMS (OSIAN WINTERS) SENTENCED IN SWANSEA FOR PUBLIC SEXUAL OFFENCES IN CARMARTHEN
Osian Winters, now known as Mark Williams, has a documented history of sexual offences, including incidents where he was observed pleasuring himself while looking at mannequins in shop windows. He is a sex offender with a mannequin fetish who boldly masturbated on a train in front of passengers, including a young schoolgirl. The girl was so appalled by what she witnessed that she took a photo of Williams and alerted the train guard.Williams, who changed his name from Osian Winters following his previous conviction, later claimed that he was actually performing a sex act on a sex toy he had found in a pub. Police found such an item in his possession, but the court noted that its color and shape did not match the object shown in the girl's photograph.
The court heard that Williams, 28, has an extensive history of sexual offences involving children and multiple breaches of court orders aimed at curbing his deviant behaviour. He claims to be addicted to masturbating, and his recent offence occurred on a train between Carmarthen and Whitland in December of last year.
Prosecutor Jim Davis described the incident, stating, “The defendant was seen masturbating in clear view of everyone in the carriage,” including a young girl sitting nearby. The girl managed to take a photograph of the act and reported the incident upon the train’s arrival in Whitland. Williams disembarked and was subsequently reported to police.
Although Williams was wearing a face mask and baseball cap at the time, CCTV footage identified him. The girl reported that she was “disgusted” by what she had witnessed. Williams was arrested on December 21, and during his police interview, he denied the offence, claiming he was masturbating with a dildo found in a public house.
The police found a sex toy in Williams’s possession, but it was different in color and shape from the one depicted in the girl’s photo. Williams, of Lammas Street, Carmarthen, previously pleaded guilty to outraging public decency when he appeared in court for sentencing.
He has a total of 13 convictions for 26 offences, with approximately half involving sexual misconduct. In 2016, he was subjected to a sexual harm prevention order after being convicted of six counts of causing or inciting a girl under 16 to engage in sexual activity, and two counts of possessing indecent images. These offences related to explicit online Skype chats with a 15-year-old girl.
In September 2018, Williams received a community order after CCTV footage showed him pleasuring himself while looking at mannequins in the window of Topshop in Carmarthen town centre. The judge at that time advised him that instead of engaging in such behaviour around town late at night, he should focus on establishing healthy relationship with a partner.
