HARLOW MAN CHARGED WITH NINETEEN CHILD SEX OFFENCES
A HARLOW man has been charged with a total of nineteen sexual offences involving children.Mark Baillie, aged 38, of Little Brays, Harlow faced the following charges at Basildon magistrates court.
On July 23rd, 2025 at Harlow, being a person aged 18 or over, intentionally caused or incited a boy under the age of 13, namely approximately 10 years old, to engage in sexual activity.
On June 9th, 2025 at Harlow threatened to share a film which showed, or appeared to show, another person, namely unknown child on the Bazoocam website, in an intimate state, intending or being reckless as to whether that person, or another person who knows that person, will fear that the threat will be carried out.
Between May 1st, 2023 and August 27th, 2025 at Harlow distributed indecent photographs, namely 164 Category A videos or images distributed to 44 different accounts of children.
Between May 1st, 2023 and August 27th, 2025 at Harlow distributed indecent photographs, namely 152 Category B images or videos, distributed to 39 different accounts, of children.
Between May 1st, 2023 and August 27th, 2025 at Harlow distributed indecent photographs, namely 55 Category C images and videos, distributed to 32 different accounts, of children.
On June 9th, 2025 in Harlow being a person aged 18 or over, intentionally caused or incited a boy aged 13, not reasonably believing he was aged 16 or over, to engage in sexual activity of a non penetrative nature.
On May 20th, 2025 in Harlow, being a person aged 18 or over, intentionally caused or incited a boy under the age of 13, namely approximately 9 years old, to engage in sexual activity of a non penetrative nature.
On May 20th, 2025 in Harlow being a person aged 18 or over, intentionally caused or incited a boy aged 13, not reasonably believing he was aged 16 or over, to engage in sexual activity of a non penetrative nature, namely to expose his penis on webcam.
Between August 23rd, 2025 and August 27th, 2025 in Harlow being a person aged 18 or over, for the purpose of obtaining sexual gratification, intentionally attempted to communicate with a person under 16 who you did not reasonably believe to be 16 or over, the communication being sexual namely chatting explicitly to the child.
On August 27th in Harlow, made indecent photographs, namely 963 Category A indecent photographs of a child.
Between August 27th, 2025 and December 15th, 2025 in Harlow made indecent photographs, namely 9 images and 24 videos at Category B of a child.
On August 27th, 2025 at Harlow made indecent photographs, namely 441 Category C indecent photographs of a child.
On May 20th, 2025 in Harlow being a person aged 18 or over, intentionally caused or incited a boy under the age of 13, namely approximately 8 to 13 years old, to engage in sexual activity of a non penetrative nature.
On June 9th, 2025 in Harlow being a person aged 18 or over, intentionally caused or incited a boy under the age of 13, namely approximately 11 to 12 years old, to engage in sexual activity of a non penetrative nature.
Between August 27th, 2025 and December 15th, 2025 in Harlow made indecent photographs, namely 4 images and 14 videos at Category A of a child.
On August 27th, 2025 in Harlow made indecent photographs, namely 785 Category B indecent photographs of a child.
Between August 27th, 2025 and December 15th, 2025 in Harlow made indecent photographs, namely 11 images and 4 videos at Category C of a child.
On May 20th, 2025 in Harlow being a person aged 18 or over, intentionally caused or incited a boy under the age of 13, namely approximately 12 years old, to engage in sexual activity of a non penetrative nature.
Between August 27th, 2025 and December 15th, 2025 in Harlow being a person aged 18 or over, for the purpose of obtaining sexual gratification, intentionally attempted to communicate with a person under 16 who you did not reasonably believe to be 16 or over, the communication being sexual namely chatting explicitly with the child.
Baillie has been remanded in custody.
He has been committed to Basildon Crown Court for sentencing.
His next scheduled appearance is February 16th, 2026.
