CONVICTED RAPIST AND OFFENDER TRAVELS ABROAD USING SECRET PASSPORT
A convicted sex offender named Kiron Chand has been involved in multiple violations of court orders and notification requirements. He was convicted of rape in 2009, for which he received an eight-year sentence and was placed on the sex offenders register.
Despite legal obligations, Chand failed to disclose the possession of a passport, opened two bank accounts without informing authorities, and traveled abroad secretly using a passport he obtained in 2017.
He traveled to India and France without notifying the police, as required by his sex offender registration conditions.
The Swansea Crown Court heard that Chand's previous breaches involved breaching community and referral orders, and he had a history of dishonesty and disobedience regarding court orders.
He was arrested after authorities linked him to the alias 'Bidal Chand', and it was revealed he had traveled while being under strict legal conditions.
Chand had previously been found guilty of failing to comply with notification rules, and his conduct was described as deceitful and arrogant by the judge.
The court sentenced him to 16 months in prison, suspended for 18 months, and ordered him to complete 200 hours of unpaid work, a rehabilitation course, and wear a GPS monitoring tag for four months.
