KEVIN NOEL SENTENCED IN JERSEY FOR MULTIPLE CHILD SEX OFFENSES
In a case that has shocked the community of Jersey, Kevin Noel, aged 35, has pleaded guilty to a series of serious sexual offenses involving minors.The charges include three counts of sodomy, five counts of indecent assault, six counts of gross indecency, and one count of attempted sodomy, all committed against children under the age of 16.
These proceedings took place before the Superior Number of the Royal Court, which handed down the sentence after Noel was remanded by the Inferior Number on June 21, 1996.
The court heard detailed accounts of Noel’s crimes, which spanned over a period of time and involved multiple victims.
The guilty pleas covered a range of offenses, including sodomy (counts 1, 4, 7), indecent assault (counts 2, 5, 8, 11, 13, 14), gross indecency (counts 3, 6, 9, 12, 15), and attempted sodomy (count 10).
One of the victims, Child X, was a friend of Noel’s son and frequently visited his home, often staying overnight.
From February 1994, when Child X turned 11, until October 1995, Noel engaged in a sexual relationship with the child.
This relationship involved acts of sodomy, oral sex, and mutual masturbation, occurring approximately once or twice a month during that period.
The court detailed these acts as specimen charges, emphasizing the repeated nature of the abuse.
Other victims included Child A, who was around 12 or 13 in 1988 and was subjected to mutual touching, masturbation, and an attempted sodomy that was halted due to pain (counts 10-12).
Child B, aged 8 in 1993, was indecently assaulted when Noel touched his private parts over clothing while camping in a tent with Noel and his son (count 13).
Child C, aged 10 or 11, was also victimized through indecent assault and gross indecency, with Noel touching the child's genitals over clothing and both children masturbating in each other's presence (counts 14 and 15).
Prosecutors highlighted aggravating circumstances, including the emotional and psychological harm inflicted on the victims, and Noel’s breach of trust, given that he exploited the trust placed in him by the parents of his son’s friends.
The court noted that the offenses spanned many years and involved multiple children, indicating a pattern of repeated sexual misconduct rather than a single incident.
The repeated nature of the offenses and the breach of trust were considered particularly serious.
In mitigation, Noel’s guilty plea was acknowledged, which spared the victims from the trauma of giving evidence in court.
The court also noted his remorse and desire for treatment, as well as his concern that the children might become abusers themselves in the future.
Noel’s family had suffered due to his actions but continued to support him.
It was also noted that Noel had minor previous convictions, none related to sexual offenses.
Sentences were handed down for each count, with the total imprisonment term set at seven years.
The sentences included: 7 years for count 1, 3 years for count 2, 4 years for count 3, 7 years for count 4, 18 months for count 5, 18 months for count 6, 7 years for count 7, 3 years for count 8, 4 years for count 9, 4 years for count 10, 2 years for count 11, 2 years for count 12, 1 year for count 13, 18 months for count 14, and 18 months for count 15.
All sentences were to run concurrently, resulting in a total of seven years’ imprisonment.
The court concluded by granting the sentences, emphasizing the gravity of Noel’s offenses and the lasting impact on his victims, and underscoring the importance of protecting children from such heinous acts.
