POLICE OFFICER SENTENCED FOR VOYEURISM AND 'UPSKIRT' FILMING
A police officer who admitted to filming 'seedy' upskirt images of young women has been sentenced.Kevin Dwyer, aged 39, residing in Sunnybank Close, Newton-le-Willows, used a covert camera to target students who had been drinking.
He also twice sneaked up to a window to film a couple engaging in sexual acts.
Dwyer pleaded guilty to two counts of voyeurism and 10 charges of outraging public decency.
He received a three-year community order at Manchester Crown Court.
Additionally, he was ordered to register as a sex offender for five years.
The Greater Manchester Police revealed that 'significant numbers of videos' filmed up women’s skirts and clips of private acts in Victims' homes in Manchester, Chester, and Warrington had been discovered on recording devices found at Dwyer’s home in 2014.
The court learned that footage had been captured in various public places such as takeaways, taxi ranks, and outside nightclubs between October 2013 and May 2014.
Dwyer was known to target women wearing high heels, short skirts, dresses, or shorts.
Prosecutor Justin Hayhoe stated he frequently followed and filmed women who had been drinking and appeared vulnerable.
Authorities also traced his car’s late-night trips to Chester, and a recording device was found in his uniform trousers.
Dwyer's defense lawyer, Patrick Thompson, noted that 'his career is in shreds.' Dwyer was suspended following his arrest in May of the previous year and will face misconduct proceedings.
Detective Inspector Chris Packer criticized Dwyer’s conduct, saying he showed 'a complete lack of regard for his victims' privacy for his own sexual pleasure,' and added his actions 'fell well short of what is expected of a police officer.'
