He has been accused of sexually assaulting a girl and four women, and assaulting a police officer, in five incidents starting in 2017.
He was arrested at Liverpool One Bus Station after targeting a shop assistant in December 2017.
She thought he was just being friendly until he touched her below the ribs and said in a baby voice: "Tickle tickle," making her very uncomfortable.
He later bragged to a male worker, "I tickled her." He also approached women on Manchester Road and on a bench in Stockbridge Village, where he deliberately pinned a young woman with his wheelchair and made inappropriate remarks about leather fetishism, claiming he was sexually aroused by touching leather and discussing Prisoner: Cell Block H.
He also approached a girl walking home after school, asking for her name, and then kissed her hand and licked it, finally running away after she managed to escape.
Cahill was also remanded in custody at Walton prison, where he performed acts of sexual assault and outraged public decency, and was found to carry out sexual assault and harm in a court in 2019.
Despite being diagnosed with unfit-to-trial conditions, a judge handed him a supervision order with a sex offenders register obligation, but he struck again immediately afterward.
Authorities and the court repeatedly highlighted the failure of the supervision placement in the Travelodge.
Cahill was given a two-year supervision order and was told to sign the sex offenders register and adhere to a Sexual Harm Prevention Order for five years.
He was later moved to a hospital order, but continued offending, including attacking a woman with his wheelchair and exposing his fetishistic interests.
Cahill's offenses span over multiple years, with court findings confirming he committed sexual assault and outraged public decency, leading to ongoing legal consequences.
