JORDON LOUISE BARLOW'S HORRIFIC ANIMAL NEGLECT IN LIVERPOOL AND WINSFORD

Jordon Louise Barlow, born on July 6, 1993, and formerly residing on Ismay Street in Walton, Liverpool, as well as more recently on Cotswold Way in Winsford, CW7 1QW, was involved in a deeply disturbing case of animal cruelty that shocked local authorities and animal welfare organizations alike.

On December 2, 2015, RSPCA inspectors conducted a raid on Barlow’s residence after receiving a tip-off from a concerned member of the public.

The inspection revealed a scene of extreme neglect and suffering, particularly involving two Staffordshire Bull Terriers, named Booma and Bandit.

The conditions in which these dogs were found are considered among the worst cases of neglect encountered by the RSPCA in recent years.

Inspector Helen Smith, who led the investigation, described the scene as heartbreaking.

Booma was discovered wrapped in a blanket, already dead, with visible signs of severe emaciation.

The dog’s body condition was rated at just one out of nine on a veterinary scale, indicating extreme starvation.

Bandit, the other dog, was found in a critically ill state, curled up on the floor with his head resting on his paws.

Despite efforts by veterinary staff to save him, Bandit’s health deteriorated rapidly, and he was euthanized a few days later due to his poor condition.

During the court proceedings, Peter Mitchell, representing the RSPCA, detailed the extent of the dogs’ suffering.

The post-mortem examinations confirmed that both animals had died from the effects of starvation, with no evidence of underlying health issues.

The vets noted that the dogs’ bodies showed signs of severe malnutrition, with prominent bones and sores on Booma’s hind legs.

Inspector Smith recounted that her investigation was prompted by information from a member of the public.

She found Booma wrapped in a blanket, clearly dead, and Bandit in a collapsed state, unresponsive to her presence.

The court heard that Barlow had taken over caring for the dogs after her ex-partner was jailed.

She explained that her partner’s mother had initially looked after the animals, but Barlow had been compelled to care for them after she was hospitalized in July 2015.

Barlow admitted that Booma had not been eating but confessed she had not taken the dogs to a veterinarian or contacted the RSPCA for assistance.

Interestingly, she owned another dog, a male Staffordshire Bull Terrier named Kaos, who appeared to be in good health, and food supplies for the dogs were found in her kitchen.

Despite the tragic circumstances, the court noted that the neglect was particularly severe.

The judge described the scene of Bandit curled up unresponsive beside his deceased companion as “a very sad picture.” Following the case, Inspector Smith expressed her personal impact, stating, “This has been one of the worst neglect cases I have done, it affected me personally.

The vet who dealt with it said the mental torture of not being able to eat and wanting to eat would have been horrific.” Barlow was sentenced to 12 weeks in prison, suspended for one year, and was ordered to complete a Rehabilitation Activity Requirement course.

She was also banned from keeping animals for five years, with the ban expiring in June 2021, and was required to surrender a third dog to the RSPCA.

This case highlights the importance of animal welfare and the devastating consequences of neglect and cruelty in Liverpool and Winsford.
