DEPUTY HEAD TEACHER BANNED FOR SEX WITH TEENS IN SWANSEA
A deputy head teacher has been banned from working in schools for at least ten years due to engaging in sexual activities with teenage girls.Education authorities in Swansea conducted an inquiry after Jonathan Norbury, aged 35, received an £8,000 payout and a glowing professional reference despite his actions being known to be sexually motivated.
Although he was cleared in January 2015 of allegations involving two of the girls, a disciplinary panel found 17 of 20 charges of unacceptable professional conduct to be proven.
The hearing in Cardiff revealed that Norbury, a primary school teacher and church deacon from Swansea, exchanged flirtatious texts and met three teenagers, as young as 15, between 2005 and 2010 for sexual encounters.
Norbury denied any sexual contact before the girls turned 16, admitting some allegations but claiming dates were mistaken or deliberately misreported.
A case presenter highlighted that he possessed a charismatic personality attracting both boys and girls.
Despite claims from his defender that he has since changed and is in a stable relationship, the panel chairman, Steve Powell, stated that Norbury showed no insight into his conduct and continued to lie about some allegations.
The panel concluded that his conduct is incompatible with ongoing employment as a teacher and expressed concern that he might repeat such behavior in the future.
A Swansea council spokesperson welcomed the decision, noting that appropriate actions had been taken, but also announced an independent review into the process that resulted in his professional reference.
