    IAN HORGAN, THE DANGEROUS SEX OFFENDER FROM CORK, NOW LIVING IN LIMERICK NEAR GANG RAPIST'S SISTER

    In a development that has raised serious concerns among local authorities and residents, Ian Horgan, a convicted sex offender with a long and violent criminal history, has recently relocated to Limerick. Horgan, originally from Ballincollig in County Cork, has been closely monitored by Gardaí following his move to the Ballinacurra Weston area of Limerick, where he is now residing with Teresa O’Neill, the sister of a notorious gang rapist.

    Horgan’s arrival in Limerick comes shortly after his release from Wheatfield Prison last week. Despite his return to Cork to collect personal belongings, it is understood that he has officially listed O’Neill’s sister’s address as his permanent residence, a detail that has been duly recorded on the sex offenders register. This move indicates his intention to establish a long-term presence in Limerick, a city where he has been seen socializing in recent days, including in Dublin, suggesting ongoing efforts to reintegrate into public life.

    Horgan’s criminal past is marked by heinous acts and multiple convictions. In 2002, he was convicted of the murder of 22-year-old beautician Rachel Kiely in Ballincollig Regional Park in October 2000. He was sentenced to life imprisonment for this crime. However, in 2004, Horgan successfully appealed his conviction, leading to his release on bail. During this period, he committed further offenses, including robbing an elderly couple with a billhook at a post office in County Cork.

    His legal journey continued with a retrial in March 2006, where he pleaded guilty to manslaughter in the case of Ms. Kiely and was convicted of her rape. The Central Criminal Court sentenced him to eight years in prison, with six years suspended, taking into account the time he had already served. Subsequently, in April 2007, the court increased his sentence to 12 years for both counts, with the sentence backdated to 2001.

    Horgan’s criminal record also includes a conviction in June 2010 for robbery and the unlawful taking of a vehicle at Clondrohid Post Office on September 6, 2005. For these offenses, he received an additional four-year sentence. His history is characterized by erratic and violent behavior, setting him apart from other sex offenders. Notably, he was involved in a serious altercation with crime boss Ger Dundon while in prison, during which Dundon was seriously injured.

    Gardaí continue to keep a close watch on Horgan’s movements, especially given his association with individuals linked to violent crimes. His presence in Limerick, particularly in the vicinity of known criminal elements, has heightened concerns about public safety and the potential risks posed by his return to the community.
