HUGH BAXTER, DUBLIN PAEDOPHILE, FREED AFTER SEVEN-YEAR SENTENCE FOR RAPE OF YOUNG GIRL IN DONEGAL
In a disturbing development, Hugh Baxter, a man from Hartstown, Dublin, was released from prison this week after serving a seven-year sentence handed down in 2017 for a series of heinous sexual offenses committed against his young grand-niece.Baxter, aged 71, was seen walking out of the correctional facility on crutches, having been helped to load his belongings into a vehicle by a companion.
His release has sparked outrage and concern among the community and advocacy groups, given the severity of his crimes and the fact that he had preyed on a vulnerable child in multiple locations, including Dublin and Donegal, during the early 1990s.
His victim, who chose to waive her right to anonymity shortly after Baxter's conviction, made a courageous decision to speak out publicly.
She expressed her desire for the community to be aware of his criminal record, emphasizing that her intention was to prevent him from walking freely without recognition.
The woman, who was just 12 years old at the time of the assaults, had initially kept her identity protected under legal rules designed to shield victims, but she later decided to reveal her name to ensure her abuser's actions could not be hidden.
In her heartfelt statement, she explained her reasons for speaking out: "I wanted to waive my anonymity because the way I look at it, I’ve done nothing wrong.
Even seven years doesn’t add up for me, because he can be out walking the streets and nobody is going to know who this man is.
Children need to be protected against someone like that.
And I feel if I didn’t name him I’m still protecting him and I’m still hiding.
And I don’t want to hide any more because I’ve nothing to be ashamed about." Her decision to break her silence was motivated by a desire to empower others who have endured similar trauma.
She stated, “To let other people know that regardless of what they had gone through, they can still stand up and have their voice heard, regardless of the time frame.” Baxter faced multiple charges, including three counts of sexual assault between November 1992 and December 1994, and two counts of rape during the same period, in both Dublin and Donegal.
During the trial, it was revealed that the victim was approximately 10 years old when Baxter began molesting her, which included kissing and other forms of abuse.
The most egregious acts occurred in the summer of 1994, when she was 12, and involved two separate incidents of rape.
One of these assaults took place while she and her mother were visiting relatives in Dublin, where they were staying at a family member’s home.
Throughout the trial, the victim was required to confront her abuser directly, which was an emotionally harrowing experience.
In her victim impact statement, she described feeling “dirty, angry and sick” after the assaults.
She recounted how she would relive the traumatic events repeatedly, which contributed to her ongoing struggles with mental health issues such as panic attacks, flashbacks, anxiety, and depression.
These conditions have significantly impacted her ability to work and maintain relationships.
She also described her hyper-vigilance and overprotectiveness, especially concerning her children, which has led to conflicts within her family.
After the birth of her son, she began experiencing post-natal depression and saw her attacker’s face in her child, further complicating her mental health struggles.
She sought counseling to cope with these feelings and to regain control over her life.
Judge Margaret Heneghan, presiding over the case, acknowledged Baxter’s advanced age and the potential difficulties he might face in prison, but emphasized the gravity of his crimes.
She highlighted the profound and lasting impact on the victim and her family, noting that Baxter had shown no remorse for his actions.
The court’s sentencing in May 2017 resulted in a seven-year imprisonment, reflecting the seriousness of the offenses and the need for justice.
As Baxter reenters society, concerns remain about the safety of the community, especially given the nature of his crimes and the fact that he can now walk freely among the public.
