DOUGLAS KEIR FROM CROSSFORD SHOCKS NEIGHBORS WITH PUBLIC INDECENCY INCIDENTS
A 68-year-old man named Douglas Keir, who resides in Pitfirrane Park, Crossford, has caused considerable alarm among local residents due to his repeated public indecency acts.On two separate occasions, Keir was observed standing at his front door with his genitals exposed, an act that has deeply disturbed those living nearby.
Keir, a known sex offender with a troubling history, was seen in broad daylight in his open doorway, with witnesses describing him as leaning on the door frame while his flies were unzipped, exposing his private parts.
One neighbor, Louise McCord, who witnessed the incident, recounted her shock and concern, stating explicitly, “He’s got his c*** in his hand.” She detailed how she saw him fully exposed, which left her feeling alarmed and uncomfortable.
Other residents also reported seeing Keir with his penis out at different times of the day, including around 11:30 am and again at 5 pm, both during daylight hours.
According to court testimonies, neighbors were understandably upset and disturbed by these incidents.
One individual expressed their feelings plainly, stating, “His penis was exposed.
One hundred per cent.” The witnesses’ accounts painted a disturbing picture of Keir’s behavior, which has caused distress within the community.
During the court proceedings at Dunfermline Sheriff Court, it was revealed that Keir’s actions were allegedly motivated by a need to urinate, as he claimed he was unable to make it upstairs to his toilet.
His defense argued that this was the reason behind his behavior, but given his history of similar offenses, the court was not convinced.
Keir appeared in court in a wheelchair and did not give evidence in his own defense.
The jury found him guilty of charges related to the incidents on February 22 and December 27 of the previous year, when he was seen standing in his doorway with his genitals exposed.
The court heard that Keir is an independent man who generally prefers to handle things himself.
However, as his health has declined, he has been receiving more assistance, including bottles to urinate into.
Despite this, he reportedly failed to use these aids properly, possibly due to difficulty aiming or other health issues.
Keir’s criminal history is extensive.
He was previously jailed in 2019 for a series of offenses, including masturbating at a bus station, rubbing his genitals in his garden, and stalking a care worker.
In that case, two women observed him with torn trousers, masturbating at a bus station, and reported the incident to a bus driver.
Additionally, he has been convicted of similar behavior involving a minor.
His past convictions led to a six-month jail sentence in 2019 and the imposition of a five-year non-harassment order to protect a stalking victim.
Keir’s sentencing has been deferred until October 1, pending good behavior.
His previous convictions and current behavior underscore ongoing concerns about his conduct and the safety of the community in Crossford.
