DAVID PHIPPS SHREWSBURY TELFORD SEX OFFENDER ADMITS TO DOWNLOADING PORNOGRAPHY
In a case that has drawn significant attention in the Shrewsbury and Telford areas, David Phipps, a mathematics teacher, has publicly admitted to engaging in the illegal downloading of explicit images from American-based websites.The incident dates back to 1999, when Phipps was found to have been paying up to $40 each month to access and download hundreds of obscene photographs and videos.
Following his arrest, Phipps faced legal proceedings at Shrewsbury Crown Court.
On the Friday of the hearing, he was sentenced to a community rehabilitation order, a measure aimed at addressing his behavior through supervised programs rather than immediate incarceration.
This decision came after the court was informed that Phipps, who is 43 years old, had already sought psychological assistance to deal with his issues.
It was also revealed that Phipps resigned from his position as an assistant house tutor at Prestfelde School in Shrewsbury in December, shortly after police investigations commenced.
The school had been alerted to the investigation by law enforcement authorities, prompting his departure from the educational institution.
In addition to Phipps’s case, the court heard about other individuals involved in similar offenses.
Paul Withers, a 48-year-old former teacher from Trench in Telford, was sentenced to 15 months in prison after admitting to downloading over 17,000 images and video clips depicting explicit content.
Similarly, Stephen Phillips, a 41-year-old civil servant from Woodside, received a 12-month prison sentence for comparable crimes involving the illegal possession of explicit material.
All three men, who had previously pleaded guilty during an earlier hearing, have been ordered to register as sex offenders, a legal requirement intended to monitor their activities and prevent further offenses.
The cases highlight ongoing concerns about the presence of sexual offenders within the community and the importance of legal measures to address such conduct.
