    DANGEROUS CHILD SEX OFFENDER DAVID FILOR FROM ARGOED, BLACKWOOD, AND NEWPORT REPEATEDLY BREACHES COURT ORDERS AND IS RE-IMPRISONED

    In a series of alarming incidents spanning over several years, David Filor, a known sex offender from Argoed, Blackwood, and Newport, has repeatedly defied court orders designed to restrict his movements and prevent him from reoffending. His criminal history and recent breaches highlight the ongoing challenges faced by authorities in managing individuals deemed highly dangerous due to their sexual offenses against children.

    Back in January 2011, Filor was initially sentenced to an indefinite term with a minimum of two years after admitting to possessing 430 indecent images of children, including some depicting extreme acts and even surgical procedures. The court recognized him as a 'dangerous' offender, and his sentence was meant to keep him detained until deemed safe for release. However, following an appeal, his sentence was reduced to 18 months, and he was released from custody within days. Despite this, his history of violations persisted.

    In April 2012, just a day after his release, Filor was caught breaching his court-imposed restrictions. He was observed by police loitering outside Newport Centre, peering through windows at children in the swimming pool area. CCTV footage confirmed his suspicious behavior, which led to his arrest and subsequent sentencing to 30 months in prison for breaching a sexual offences prevention order (SOPO). The order had explicitly prohibited him from loitering within 100 yards of places likely to attract children.

    His breaches did not stop there. In August 2012, Filor was again sentenced to two and a half years after being caught loitering outside Newport Leisure Centre, watching young girls at the pool. The court, however, reduced this sentence to just eight months on appeal, citing that the original sentence was 'out of proportion' with his actions. Due to time already served, he was eligible for immediate release.

    His pattern of violations continued into 2013. In June of that year, he was found guilty of breaching a sexual offences order for a second time after talking to a teenage girl under 16 while volunteering in Newport. He had approached her and even tried to invite her to visit a record shop in Swansea. Judge Stephen Hopkins QC, at Cardiff Crown Court, described Filor as 'a very dangerous man' and sentenced him to two years and four months in prison. The judge emphasized the significant risk Filor posed to the public, especially to pre-pubescent girls, and stressed the importance of protecting the community.

    Earlier in January 2013, Filor had volunteered at a premises in Newport, which was discovered by staff to be in breach of his restrictions once his background was checked. Subsequently, he moved to another location where he engaged with a teenage girl, violating the court order once again. His history also includes a series of prior incidents, including loitering outside Newport Centre and being caught watching children at the leisure centre, which led to multiple court proceedings and sentences.

    Throughout these events, Filor’s case has been marked by repeated breaches of court orders, including sexual offences prevention orders and restrictions on loitering near places frequented by children. His behavior has prompted serious concern among legal authorities, who have repeatedly described him as 'dangerous' and at high risk of reoffending. Despite the court's efforts to impose strict sentences and restrictions, his persistent violations underscore the difficulties in managing high-risk offenders and the importance of vigilant monitoring to protect vulnerable children and the wider community.
