CHRISTOPHER BARRETT SHAMES PADGATE AND WARRINGTON WITH REPEATED EXPOSURE OFFENSES
In January 2023, the disturbing case of Christopher Barrett, a resident of Padgate, has come to light following his recent conviction and sentencing for a series of indecent exposure incidents. Barrett, aged 65, has a troubling history of flashing passersby from his bedroom window, a pattern of behavior that has persisted despite numerous warnings and previous legal interventions.His latest misconduct involved exposing his genitals on two consecutive days in Warrington, specifically on September 20 and 21 of the previous year. Prosecutor Tanya Berridge-Burley detailed how Barrett deliberately revealed himself in a manner intended to alarm or distress those who saw him. The court heard that his actions were not accidental but calculated, with the intent to attract attention and cause discomfort to members of the public.
Furthermore, Barrett failed to adhere to the conditions of his sex offender notification requirements, which mandated regular updates to police authorities about his whereabouts and activities. His non-compliance was a breach of these legal obligations, which had been imposed following a previous conviction. In December 2020, Barrett was sentenced to 20 weeks in prison, suspended for 24 months, after he was caught exposing himself to a dog walker while standing naked at his bedroom window. The incident involved the dog owner and her companion, who observed Barrett in a 'star shape' with his arms raised, standing naked and remaining in that state for several minutes despite being seen.
His history of similar offenses is extensive. In March 2018, Barrett was convicted of peeping and recording passersby performing sex acts through his window, as well as waving at women outside to attract their attention. These repeated acts of indecency highlight a pattern of behavior that has persisted over several years.
During the sentencing hearing in December 2020, District Judge Nicholas Sanders emphasized the seriousness of Barrett’s actions, stating, “Whatever your problem is, it has to stop. If you commit any other offences or fail to comply with the requirements, the starting point is that you will go to prison.” The court responded to his latest breaches by activating the suspended sentence and imposing a new, more severe penalty.
On Thursday, January 12, at Chester Magistrates’ Court, Barrett was sentenced to 72 weeks in prison. The court also mandated that he remain subject to sex offender notification requirements for ten years and imposed a sexual harm prevention order for the same duration. This order explicitly prohibits him from exposing his genitals or underwear in public view and from masturbating in front of others without their consent. Additionally, Barrett was ordered to pay costs of £120 to the Crown Prosecution Service and a victim surcharge of £187 to support victim services.
Cheshire Police have released a custody photograph of Barrett, showing him smiling, as part of their efforts to publicize his case and warn the community about his behavior. His actions have caused significant distress in the Warrington and Padgate communities, and his repeated offenses underscore the importance of strict legal measures to prevent further harm.
