In December 2017, a disturbing case emerged involving Charlie Oliver, a man from Blackpool, whose criminal past and subsequent actions have shocked the local community and raised serious concerns about public safety.

The case came to light when a Blackpool mother discovered the horrifying truth about her new partner, Charlie Oliver, after police arrived at her home to deliver devastating news.

Oliver, aged 27 and residing on Lindsay Court New Road in South Shore, had concealed his criminal history from the woman he met through Facebook.

Unaware of his background, she had entered into a relationship with him, only to find out the truth when authorities intervened.

Oliver’s criminal record is extensive and deeply troubling.

In 2011, he was sentenced to 11 years in prison for a sexual offence committed against an 11-year-old child.

His criminal activities did not end there; in 2014, he received a 20-month sentence for possessing indecent images of children.

Due to the severity of his offences, he is subject to an indefinite sexual harm prevention order, which restricts his contact with minors.

Despite these restrictions, Oliver was recently re-incarcerated for a period of 15 months after admitting to breaching the sexual harm prevention order.

He also faced charges of outraging public decency.

The breach was linked to a disturbing incident that occurred just two months prior to the start of his relationship with the mother.

During that incident, Oliver was seen exposing himself and performing a sexual act on the sand dunes while a group of beachgoers lay nearby, unaware of his actions.

This incident was witnessed by an ex-police officer who was walking his dog on the beach, and he promptly reported the behaviour to authorities.

The court heard that Oliver was on bail for this offence when he began his relationship with the mother, who has two sons aged eight and 11.

The situation became even more alarming when it was revealed that Oliver had spent up to ten minutes alone with the children, raising serious concerns about their safety.

The mother, traumatised by the revelations, had to give evidence in court against Oliver, who initially denied the breach but later changed his plea to guilty during the trial.

Her victim impact statement expressed her feelings of betrayal, stating she felt “let down” by Oliver and was distressed that her children had to be interviewed by social services and police without her presence.

Prosecutor Clare Thomas detailed the events leading to Oliver’s arrest.

On May 4, at approximately 5:40 pm, a man walking his dog near the Starrgate tram stop on the beach observed Oliver in the sand dunes performing a sexual act.

The witness, an ex-police officer, saw Oliver for about 15 seconds before he turned away and left the scene.

Recognising the seriousness of the incident, the witness alerted two women and a man nearby, who then followed Oliver and restrained him until police arrived.

During police interviews, Oliver attempted to deny the incident, claiming that the dog walker had made threats against him and that the accusations were false.

In the months that followed, Oliver’s relationship with the mother continued, and he attended a carnival with her and her children, even visiting her residence.

However, the court was informed that the authorities had to speak to her children, which was considered an aggravating factor by Judge Simon Newell.

The judge emphasized the seriousness of the case, especially given the involvement of minors and the breach of legal restrictions.

Earlier, in November 2014, Charlie Oliver’s criminal activities took a further disturbing turn.

It was revealed that he had been found with indecent images of children on his mobile phone, despite having served seven years in prison for attempting to rape a girl under 13.

Oliver, then 25 and residing on Trafalgar Road in South Shore, Blackpool, pleaded guilty to five counts of possessing indecent images of children, including a prohibited image.

His actions came just weeks after his release from prison, highlighting a troubling pattern of behaviour.

Police had seized his phone during a visit to his home on October 24, and the images found were at the highest levels of indecency.

Oliver claimed he believed the images depicted women over 18 who merely appeared younger, but police estimated the ages of the girls in the pictures to be between 12 and 14.

The court was told that Oliver had sought help from mental health professionals, indicating awareness of his problematic behaviour.

His case remains a stark reminder of the ongoing threat posed by individuals with a history of sexual offences, especially when they breach legal restrictions and continue to access harmful material.
