In a disturbing case that has shocked the local community, Anthony East, a CCTV operator employed by Brighton and Hove City Council, has been convicted and sentenced for using his position to unlawfully monitor children at a public park. The incident came to light after concerns were raised last summer, prompting a thorough investigation into East’s activities.East, who had served the council for a decade, was suspected of zooming in on children playing at The Level in Brighton without any legitimate reason or operational necessity. His role was primarily to oversee traffic management through CCTV cameras, and there was no official justification for his actions targeting children in the park. The police investigation revealed that East’s misuse of his authority was not related to his official duties but was instead a personal breach of trust.
During the investigation, authorities uncovered that the 68-year-old resident of Balcombe Road in Peacehaven was in possession of over 2,000 indecent images of children. These images were described by officers as being of the “most serious nature,” indicating their explicit and harmful content. Importantly, police confirmed that there was no evidence linking these images to any local children or any abuse occurring within the Brighton and Hove area. The images were found to have been sourced from the internet, and there was no indication that East had engaged in any direct abuse or exploitation of children in the community.
East appeared before Hove Crown Court, where he admitted to all charges related to possessing indecent images. As a result of his guilty plea, he was sentenced to 16 months in prison. In addition to his incarceration, East will be subject to lifelong registration as a sex offender, a measure designed to monitor and restrict his access to children in the future. Furthermore, a Sexual Harm Prevention Order was imposed, which will impose restrictions on his contact with minors once he is released from prison.
Following the sentencing, Brighton and Hove City Council issued a statement clarifying that the offences for which East was convicted did not occur during his working hours or as part of his official duties. The council confirmed that East held a valid Security Industry Authority Licence to operate as a front-line CCTV operator, which requires a criminal records check. The police identified concerns about East’s activities in July of the previous year, leading to his immediate arrest and suspension from his position. An internal disciplinary process resulted in his dismissal from the council.
The council emphasized that the illegal material was not viewed or accessed during his work hours or on council equipment. Instead, the evidence was found on devices at his home address. They also reassured the public that the police monitored the CCTV activities of council officers, and swift action was taken once concerns arose. East’s case underscores the importance of vigilance and proper oversight in roles involving surveillance and access to sensitive information, especially when safeguarding vulnerable members of the community.
