VICTOR KELLY FROM HAYES SENTENCED TO 17 YEARS FOR CHILD SEXUAL ABUSE AND DRUG OFFENSES

In a case that has shocked the Hayes community and beyond, Victor Kelly, aged 64, was handed a lengthy prison sentence of 17 years after being convicted of multiple heinous crimes involving the sexual abuse of young girls and drug offenses. The court heard how Kelly, a known predatory paedophile, targeted vulnerable children in his neighborhood, manipulating and exploiting them through a sickening campaign of grooming, drug peddling, and sexual assault.

The court was informed that Kelly had raped a 10-year-old girl and her teenage sister, threatening to 'blow up' their house if they dared to report the abuse. Prosecutors detailed how Kelly, who expressed a desire to be the victim's 'boyfriend,' used intimidation and coercion to silence his victims. The incidents took place in October 2007, and the court was shown evidence of Kelly’s depraved behavior, which included bribing the younger girl’s friends with sweets to isolate her for abuse.

Further investigations revealed that Kelly had a long history of criminal activity, including theft, burglary, and drug-related offenses. His criminal record was compounded by his involvement in a series of disturbing acts over the years, with police suspecting he had abused dozens of girls under the age of 14 over the past decade. Kelly’s modus operandi involved befriending the families of his young victims, gaining their trust before inviting the children into his home in Guinness Close, Hayes. There, they would watch his expensive television, play computer games, and sometimes receive mobile phones from him.

Kelly, who preferred to be called Uncle Joe, was under police surveillance after authorities learned of his suspicious activities. On February 11, police began monitoring his flat and car, which lasted for four days before his arrest. During this period, a continuous stream of young girls was observed entering and leaving his residence. In March, Kelly was caught transporting two girls, aged 12 and 13, in his BMW to his flat, where they briefly went inside. The following day, police intercepted the girls before they could reach his home, and they were returned to school.

Tragically, the 12-year-old girl later ran away from her home, which was described as being in 'poor conditions.' Kelly then picked her up in his BMW, taking her to a side street near Hillingdon Hospital. There, he subjected her to sexual assault, touching her private parts over her clothing and uttering disturbing words like, 'See how much I love you? Stay with me, I want to love you all the time, you won’t leave me, swear.'

The following days saw Kelly meeting the girls again, including at a McDonald's restaurant, where police later interviewed them. The 12-year-old disclosed that she had snorted cocaine through straws in Kelly’s flat and had been molested by him in his car. She also revealed that Kelly had supplied her with amphetamines. Police found a cache of drugs and related paraphernalia at Kelly’s flat, including Viagra, cannabis, amphetamines, and a collection of children’s soft toys, along with personal items belonging to the victims.

During a recorded interview, Kelly, who was born in Dublin, referred to cocaine as 'milk' and cannabis as 'butter,' illustrating his attempt to normalize and conceal his illegal activities. Judge Timothy Lawrence described Kelly’s actions as grooming, emphasizing that his intent was to involve the young girl in sexual acts, despite her being only 12 years old. The court also heard about Kelly’s extensive criminal history, which contributed to the severity of his sentence.

Kelly was convicted on four counts, including grooming a child for sexual purposes, indecent assault, supplying cocaine to a minor, and offering to supply drugs to a minor. As part of his sentence, he was placed on the sex offenders’ register for life and was subject to strict orders preventing him from being alone with children or engaging in communication with them via phone or text. The sentence reflects the gravity of his crimes and the community’s need for protection from such a dangerous individual.
