    In a disturbing series of events that have shocked the communities of Bromsgrove and Birmingham, Victor Galvin, an 83-year-old man with a troubling history of sexual misconduct, has once again come under scrutiny for breaching a court-imposed sexual offences prevention order. The case was heard at Worcester Crown Court, where Galvin appeared to face serious allegations of violating the restrictions placed upon him due to his previous convictions.

    Galvin, who previously resided in Bromsgrove and is now living in Houndsfield Grove, Birmingham, admitted to breaching the order between May 1 and June 1 of this year. The breach involved having unsupervised contact with a girl aged just 12, despite being explicitly prohibited from such interactions by the sexual offences prevention order issued on December 5, 2014. This order was part of a legal framework designed to prevent individuals with a history of sexual offences from reoffending or engaging in inappropriate contact with minors.

    The court proceedings saw Judge Robert Juckes QC address Galvin directly, emphasizing the gravity of the breach. The judge acknowledged Galvin’s decision to plead guilty, stating, “You have had the good sense to plead guilty. You will get credit for that plea whatever may happen in that case.” The judge ordered a pre-sentence report to be prepared by the probation service and adjourned the case to allow further assessment. The case has been scheduled for sentencing on September 4, with the court awaiting the Crown’s position regarding the plea and potential penalties.

    Galvin’s criminal history is extensive and deeply troubling. When he was 79 years old, he pleaded guilty to multiple charges, including the assault of a disabled seven-year-old girl and the possession of indecent photographs of children. His previous offenses revealed a pattern of predatory behavior, which had led to a community order and a financial penalty of £1,000. Despite these measures, Galvin continued to breach legal restrictions, raising concerns about his compliance and the safety of vulnerable children.

    In December 2014, Galvin was convicted of indecently assaulting a young girl and making indecent images of children. During that case, it was revealed that he had become friendly with the girl and her mother after a chance encounter in Bromsgrove. He described the girl as a “Super Star” and offered to take her picture. The court heard that Galvin had touched her breasts in a fleeting moment during a hug, an act that contributed to his conviction. As part of his sentence, he was ordered to serve a three-year community order, pay costs, and undergo supervision and a community sex offender group program.

    Further details emerged during the November 2014 trial, where Galvin was found guilty of indecently assaulting the same girl. The jury, after deliberating for two hours, convicted him of the charges. Evidence presented showed that police had discovered thousands of images depicting the sexual abuse of girls aged 10 and under on a computer at his home in Bromsgrove. Galvin admitted to possessing these images but denied the assault allegations. The court heard that he had approached the girl’s mother in Bromsgrove town center, claiming to be a photographer who could take pictures of children, and had subsequently engaged in inappropriate behavior during visits to their home.

    Galvin’s actions, spanning several years and involving multiple victims, highlight a disturbing pattern of predatory behavior. His repeated breaches of legal restrictions and the nature of his offenses continue to raise serious concerns about the safety of children in the communities of Bromsgrove and Birmingham.
