MAN JAILED AND HANDED 5-YEAR RESTRAINING ORDER
A 43-year-old man received a 12-month prison sentence along with a five-year restraining order after admitting to controlling and coercive behavior (CCB).Todd Hamilton-Forbes, from Horley, was sentenced at Staines Magistrates' Court on Monday, September 29.
The case came to light in August 2025 when police responded to a report from a woman who stated that Hamilton-Forbes had entered her home armed with a knife.
During their investigation, the woman, referred to as the victim-survivor, revealed that a previous restraining order against him had already expired.
She also detailed multiple incidents of CCB over roughly eight months.
Hamilton-Forbes’s abusive actions included monitoring the woman’s whereabouts, forcing her to disclose her location constantly, and making an excessive number of phone calls.
Police records show that, within just five days, he called her 107 times.
He was detained on August 7 this year and released on conditional bail.
Two days later, at around 4am on August 9, the police received a further report from the woman, claiming Hamilton-Forbes was outside her residence.
Police officers responded swiftly, arresting him and charging him with CCB.
PC Savage, of Surrey Police’s eastern domestic abuse division, commented: "I would like to recognise the victim-survivor's strength in coming forward and disclosing Hamilton-Forbes' history and behaviour to our officers when she made that call on August 7".
"CCB is used to exert power and control over another person's daily life.
It often involves tactics like isolation and intimidation and can have a significant impact on a victim-survivor's physical and mental wellbeing.
"I would urge anyone who recognises some of these patterns to report it to police.
