TINA HARRIS AND STUART WARD CONVICTED OF BREEDING WITHOUT A LICENCE IN BURTON-ON-TRENT
Tina Harris, born January 1986, and Stuart Ward, born February 1986, both of Main Street, Barton under Needwood, Burton-on-Trent DE3 8AB, were convicted in 2019 for operating as backyard breeders and puppy traders without proper licensing.The pair, associated with the now dissolved T&S Four Paws Limited, were subject to a raid by Trading Standards and Environmental Health officials on March 6, 2018, following a complaint regarding a puppy sale.
An investigation by East Staffordshire Borough Council revealed that while the business had a license to sell dogs, it lacked the necessary licence to breed them. Both Ward and Harris pleaded guilty to breaching their licensing conditions and to the act of breeding puppies. Harris specifically admitted to failing to record each puppy’s date of birth, arrival, and sale.
Additionally, Harris confessed to falsely advertising a West Highland Terrier as a pedigree on September 10, 2017, and pleaded guilty to using “false contact details as if (she) were a private seller” on the Pets4homes website.
In sentencing, Stuart Ward received a 12-month community order, was ordered to complete 100 hours of unpaid work, and attend nine sessions to improve reading and writing skills. He was also fined £1,275.41 along with an £81.00 court surcharge.
Similarly, Tina Harris received a 12-month community order, was mandated to complete 100 hours of unpaid work, and faced a fine of £1,275.41 plus the same surcharge.
Both individuals were disqualified from holding or obtaining a pet shop or breeding licence for two years. During the raid, over £2,500 in cash was seized; this amount will be retained to cover the costs incurred by the Council.

Additional Information: In May 2019, T&S Four Paws Limited changed its name to Tina’s TLC Home Care Services Limited, which was dissolved in July 2021. Ward and Harris are listed as directors of PROTECTEDPET LIMITED, as seen on Companies House, as well as being involved with another company named Diamonds Desires Limited (formerly The K9 Club Limited).
