    In July 2004, a former youth instructor from Basingstoke was handed a significant prison sentence after being found guilty of serious sexual offenses involving two teenage girls who were members of the organization. Timothy Cummins, a resident of Huntsmoor Road in Tadley, was a prominent figure within the Adventure Ranger Corps (ARC), where he held the rank of 'Sergeant Major' during the time he committed these crimes.

    Judge Michael Brodrick presided over the case at Winchester Crown Court, where Cummins faced charges that included two counts of serious sexual offenses and two counts of unlawful sexual intercourse with a girl under the age of 16. Additionally, Cummins requested that a further charge of indecent assault, involving another girl under 16, be taken into consideration during sentencing. The court heard that Cummins, aged 28 at the time, had engaged in inappropriate sexual relationships with the victims, both of whom were significantly younger than him.

    The judge was unequivocal in his condemnation, stating, “The fact is, in a position of trust and responsibility, you embarked on a sexual relationship with a girl approximately half your age.” He also highlighted the troubling aspect of the case, noting that Cummins had claimed the first victim had initiated the sexual relationship, a claim the court rejected. The judge emphasized that the case was compounded by the fact that Cummins had engaged in similar conduct with a second girl, which he described as “a further worrying feature.”

    In his sentencing remarks, Judge Brodrick ordered that Cummins be given a six-year extended sentence, with an immediate custodial term of two and a half years. He also mandated that Cummins be placed on the sex offenders’ register for life and disqualified from working with children. Once he completes his prison sentence, Cummins will remain on licence for an additional three and a half years, during which he will be supervised and required to attend a course for sex offenders. Any further offense committed during this period could result in additional penalties.

    During the hearing, Peter Henry, representing Cummins, argued that although his client had an inappropriate relationship with the first victim, he believed it was consensual and that Cummins genuinely loved her. However, the court did not accept this defense, emphasizing the breach of trust involved and the severity of the offenses.

    It was previously reported that Cummins had joined the ARC as a 15-year-old junior member and had risen through the ranks to become an adult instructor. The organization, which offers adventure activities, military-style training, and community projects to youths aged 8 to 18, operates in locations including Tadley, Kingsclere, Winklebury, and Popley in Basingstoke, with around 80 participants.

    Following Cummins’ arrest, police in Basingstoke launched an investigation after a member of the public expressed concerns about an inappropriate relationship between Cummins and one of the teenage victims. The inquiry led to Cummins’ resignation from the ARC two years prior to his court appearance. Co-founder Ian Campbell, who established the ARC in 1993, expressed his and the organization’s distress over the scandal, stating that all involved adults had undergone police background checks and had been cleared to work as instructors. Despite this, the trust placed in Cummins was severely betrayed, and the case has left a lasting impact on the community involved.
