ELDER ABUSER GIVEN DISCHARGE DUE TO DEMENTIA AFTER DECADES-OLD CHILD ABUSE
An 83-year-old man named Terrence John Parker, who was described as being on the verge of death and suffering from severe dementia, received an absolute discharge from the court after being held responsible for abusing two boys many years ago.The offenses he committed occurred in Wrexham and unspecified other locations, with some claims dating back to the 1950s and 1960s.
During the hearing, it was revealed that Parker had carefully planned his actions and had been manipulative.
One of his victims, now in his seventies, shared that he recognized Parker when they unexpectedly met in a shop during the 1980s, describing the moment as akin to being struck by a 'sledgehammer.' The other victim, who chose to remain anonymous, provided a poignant statement in court, expressing how the abuse he suffered as a teenager haunted him with painful memories and feelings of betrayal, resulting in serious emotional and psychological impacts.
He explained that the memories are nebulous since they belong to the past and only he can see them.
The victim also voiced his disappointment with the justice system, suggesting it favors perpetrators and has betrayed him.
The second survivor described experiencing PTSD-like symptoms such as shame, anger, anxiety, and difficulties in forming relationships, alongside daily challenges like hypervigilance and emotional regulation issues.
Despite recognizing the gravity of the crimes, the court, presided over by Her Honour Nicola Saffman, noted that Parker’s health had severely declined; he was now doubly incontinent, deaf, unable to feed or wash himself, and non-ambulatory due to advanced dementia.
A medical report confirmed Parker’s critical health condition and poor outlook, leading to the court’s decision to grant him an absolute discharge, thereby ending any further legal action.
While acknowledging Parker's manipulative tendencies, the judge emphasized that he does not have long to live and cannot be rehabilitated at this stage.
Additionally, a five-year sexual harm prevention order was issued, though the judge expressed doubt that Parker would survive that long.
The court recognized that Parker’s offenses, which his defense team characterized as planned and manipulative, caused enduring trauma to his victims.
The first victim’s dignified court statement was commended, with hopes expressed for some sense of closure.
Her Honour concluded by wishing that this resolution might bring relief to the victims’ lives, despite the ongoing health issues faced by Parker.
