    In August 2022, a disturbing incident took place in a park located in Wembdon, involving a man from Minehead named Steven Watkins. The event drew significant attention from local authorities and the community due to its serious nature. According to court records, Watkins approached two young girls, both aged 13, in a manner that caused considerable alarm and distress. Witnesses reported that Watkins exposed himself and then proceeded to walk towards the girls while engaging in inappropriate and sexualized behavior, specifically masturbating in their presence.

    Following the incident, the two girls returned to their homes and promptly reported what had happened to their parents and the police. Law enforcement officials responded swiftly, releasing CCTV footage that captured images of Watkins in the vicinity of the park at the time of the incident. Recognizing the importance of cooperation, Watkins later contacted the police himself, providing his identity and thus facilitating the investigation.

    Further background revealed that Watkins is no stranger to the criminal justice system. Court documents disclosed that he has accumulated six previous convictions, encompassing a total of eight separate offenses. Notably, these include four sexual offenses, such as exposure and sexual assault, indicating a troubling pattern of behavior that has persisted over time.

    During the court proceedings, Watkins’s legal representatives acknowledged that he had relapsed into previous problematic behaviors, suggesting a potential challenge in his rehabilitation process. The court was also presented with a victim impact statement from one of the young girls, who expressed feeling 'extremely scared' during the ordeal, highlighting the emotional trauma inflicted.

    In delivering her judgment, Her Honour Judge Anna Richardson emphasized the vulnerability of the victims and the seriousness of Watkins’s actions. She sentenced him to nine months in prison, but this sentence was suspended for 24 months, reflecting a consideration of his potential for reform. Additionally, Watkins was ordered to undertake 100 hours of unpaid community service, participate in 30 days of rehabilitative activities, and pay a financial penalty of £150, which includes costs and a surcharge to be determined later. The court also imposed a Sexual Harm Prevention Order, which will remain in effect for ten years, with specific amendments mandated by the court to prevent any future offenses.
