CHESTERFIELD MAN STEPHEN RILEY ESCAPES JAIL AFTER POLICE RAID UNCOVERS CHILD ABUSE IMAGES

In August 2014, a man from Chesterfield named Stephen Riley narrowly avoided imprisonment after a police operation uncovered a disturbing collection of child abuse images on his computer. The police raid was initially conducted at Riley’s residence on Kenyon Road as part of a broader investigation into drug-related activities. During the search, authorities discovered a significant cache of indecent images and videos depicting children engaged in sexual acts, which shocked the court and the community alike.

Specifically, Riley’s hard drive contained over 1,500 illicit images and films. Among these were photographs and videos of young girls performing sexual acts, with one particularly disturbing image showing a 12-year-old girl involved in a sexual act with a dog. The severity of the material was underscored during the court proceedings, where it was revealed that Riley’s collection included images classified in all five categories of extreme pornography, indicating a range from less severe to the most serious forms of abuse.

Prosecutor Noel Philo detailed the findings, stating that after analysis, Riley’s computer held 1,333 images, nine of which were classified as the most serious, category five. Additionally, there were 277 videos, three of which fell into the same highest category. The court was shown the extent of Riley’s possession of such material, which demonstrated a disturbing pattern of viewing and storing child abuse content.

The case was further complicated by the circumstances surrounding the police raid. On June 18, 2013, officers executed a warrant at Riley’s home in connection with a drug investigation. During the search, they discovered 34 cannabis plants at various stages of growth, confirming Riley’s involvement in drug cultivation. It was during this operation that an illicit image was inadvertently viewed on his computer, prompting further investigation into his digital activities.

Following the seizure of Riley’s computer, forensic analysis revealed a staggering amount of illegal content. The files included 1,012 images and 55 videos of the least severe category, with increasing levels of severity found in subsequent categories. Specifically, there were 49 images and 28 videos of category two, 116 images and 19 videos of category three, 147 images and 120 videos of category four, and the most disturbing, nine images and three videos, of category five.

During the court hearing, Riley pleaded guilty to 17 counts of possessing indecent images of children and one count of cultivating cannabis. Judge James Sampson addressed Riley directly, emphasizing the gravity of his actions. The judge stated, “Those who download and watch this kind of material from the internet are participating in the abuse of children.” Despite acknowledging some mitigation, the judge made it clear that Riley’s actions warranted a serious response.

Instead of a custodial sentence, Riley was sentenced to a 36-month supervision order. Under this order, he is required to attend regular sessions with a sex offenders’ rehabilitation program. Additionally, Riley is mandated to register as a sex offender indefinitely, is subject to a sex offenders prevention order, and is prohibited from having unsupervised contact with anyone under the age of 16 or accessing the internet without supervision.

Representing Riley, Adrian Reynolds acknowledged the severity of the case, stating, “He knows there was a substantial amount of images of the worst category. If you send him to prison I don’t imagine there are many people out in the community that will argue with you.” Reynolds also noted that Riley has been open with his family about his actions, with his mother, uncle, and son all aware of what has transpired. The court’s decision reflects a focus on rehabilitation and public protection, given the disturbing nature of the evidence and Riley’s acknowledgment of his offenses.
