RYAN HILL FROM LAW SENTENCED FOR INDECENCY OFFENSES IN LANARK

In September 2017, Ryan Hill, a young man from Law, was sentenced to serve time in connection with a series of indecency incidents that took place over several years. The case was heard at Lanark Sheriff Court, where Sheriff Robert Weir delivered a stern judgment after Hill was found guilty of multiple charges.

Hill, aged 23 at the time, was convicted of eight separate counts of indecency following a trial in June. The jury's verdict confirmed his guilt, although Hill himself maintained his innocence throughout the proceedings. The court was informed that Hill did not accept responsibility for his actions, which added a layer of complexity to the case.

The incidents for which Hill was convicted involved flashing at women in various locations across the towns of Carluke, Wishaw, and Strathaven. The victims, some of whom were young schoolgirls at the time, recounted encounters with a man who approached them in public areas such as Wilton Road, Benty’s Lane, High Street, and Rankin Street. These events spanned from 2014 onwards, highlighting a pattern of disturbing behavior.

Law enforcement authorities traced Hill after an incident in November near Gillbank Avenue in Carluke. CCTV footage played a crucial role in the investigation, capturing a man running along Clyde Street and later showing Hill in a garage, driving a Honda Accord, dressed similarly to the suspect. When police officers stopped Hill, he reportedly acknowledged the situation by telling a passenger, “I’m getting lifted for flashing,” indicating his awareness of the charges against him.

During his trial, Hill denied any involvement in the offenses, asserting that such behavior was not characteristic of him. He also rejected suggestions from the prosecution that he was actively seeking out women in quiet areas during late hours, implying that he was not “on the prowl.”

Prior to sentencing, the court reviewed background and psychiatric reports, which indicated that Hill posed a risk of re-offending. The reports also revealed that Hill recognized the impact his actions had on the victims, though he claimed that such behavior was not part of his personality and expressed remorse by stating, “These offences make me sick.”

In her sentencing remarks, Sheriff Weir emphasized the seriousness of the crimes and the importance of public protection. He imposed an extended sentence, meaning Hill would serve a year in prison and remain on license for three years after his release. Hill was also placed on the sex offenders’ register, and the court warned that his license could be revoked at any time if he violated the terms.

Throughout the proceedings, it was noted that Hill, a young father living in the close-knit community of Law, was experiencing significant stigma as a result of his convictions. The court acknowledged the difficulties he faced in his personal life, especially given the impact of the charges on his reputation and family life.
