CATEGORY A MONSTER REMANDED OVER CHILD ABUSE IMAGES
A SERIAL child abuse image offender walked into court a free man — but left in handcuffs after sheriffs ruled he posed a “significant risk” to the public.Richard Biggans, 41, of Meiklehill Road, Kirkinilloch, admitted possessing and distributing indecent images of children, including some of the most serious Category A material.
The court heard sickening images depicting the abuse of children as young as TWO were discovered on his mobile phone after he was taken into custody on March 11, 2025.
Prosecutors also revealed evidence showing Biggans had communicated with another man about child sexual abuse, deepening fears over his behaviour and intentions.
Even more alarming, the court was told Biggans already has previous convictions for similar offences involving indecent images of children — raising major concerns about repeated offending and public safety.
His own defence solicitor reportedly accepted that a prison sentence was likely.
Despite requests for sentencing reports to be prepared, the sheriff ruled there was a significant danger to the public and ordered Biggans to be remanded in custody immediately.
Sentencing has been deferred until May 26 while reports are prepared.
In the meantime, Biggans has been placed on the sex offenders register.
The case has reignited debate over repeat child abuse offenders and whether tougher monitoring and longer prison terms are needed to protect children from persistent predators.
