    In June 2008, it was revealed that Phillip John George Webb, a bookshop owner in Barnard Castle, County Durham, who presented himself as a trustworthy figure working with children for over 30 years—serving roles such as a Cub Scout leader and a remand centre activity coordinator—harbored disturbing online fantasies about harming children. Webb, aged 54 and married with adult children, engaged in conversations with other paedophiles in internet chatrooms, where he expressed desires to asphyxiate, rape, and murder children. He also shared and distributed graphic images of child pornography.

    Police investigation led to a raid on Webb’s shop, All Things Books, located on The Bank in Barnard Castle. During the search, authorities seized a stash of 36,265 indecent images of children—some depicting babies. Nearly 1,000 images were classified at the highest level of severity, involving sadism or sexual acts with animals. Over 11,000 images showed sexual activity between children and adults. The collection also included 103 pseudo images and films.

    Judge Richard Lowden sentenced Webb to three years and three months in prison, stating: "Not only have you downloaded these images, but you have sorted them on CDs, showing particular interest in the material. In distributing these images to other people you don’t know, you engaged in the most horrifying fantasies related to abusing and murdering children for sexual gratification." The judge added that Webb’s sharing of these material could have inspired others to commit such acts.

    The police action was prompted by information from investigations in another region, revealing Webb’s contact with a person responsible for distributing child abuse images involving oral sex and rape. A search warrant was also executed at his former residence in Richmond, North Yorkshire.

    Prosecutor Richard Cowen remarked, "It would be fair to say Webb almost seemed to anticipate our arrival, leading officers to a location where he handed over discs. The top disc on a pile of fifteen was labeled ‘Jenny, aged nine.’" Webb claimed he was investigating and had no sexual interest in children; however, Judge Lowden dismissed these claims.

    Defence lawyer Nathan Adams argued that Webb, who had worked in roles involving children since completing his A-levels, had no history of misconduct or accusations of sexual wrongdoing. Adams suggested Webb should not be considered at high risk of reoffending, asserting that outside the online environment, his risk appeared minimal.

    Nonetheless, Judge Lowden emphasized the gravity of Webb’s offenses, stating that his claims of acting to root out paedophiles lacked credibility. The judge highlighted that the majority of the images depicted very young children, including babies.

    Webb had previously pleaded guilty at Newton Aycliffe Magistrates’ Court on April 12 to possessing, distributing, and creating indecent images of children. Since then, he underwent psychiatric evaluation. Along with his prison sentence, Webb was issued a 30-year sexual offences prevention order, restricting his internet access and chatroom use, banning him from working with children, and requiring him to remain on the Sex Offenders’ Register for life.

    Before the scandal, Webb’s shop, All Things Books, was described as a "friendly little book shop" in the "delightful market town of Barnard Castle," offering new and second-hand books along with repair, restoration, and valuation services.
