PAUL WILLIAMS FROM WIRRAL SENTENCED AFTER PLOTTING SEXUAL OFFENSES IN PRISON
In a case that has shocked the local community, Paul Williams, a 39-year-old man from Wirral, was sentenced to two years in prison following his involvement in a sinister and highly disturbing plot while incarcerated. The court heard that Williams, who has a troubling history of sexual offenses, had devised a plan to sexually assault an unsuspecting young woman, even from behind bars.During the proceedings at Liverpool Crown Court, reports from both a psychologist and a probation officer painted a grim picture of Williams’s risk to the public. It was revealed that he poses a significant threat to women and children, based on his past convictions and current behavior. His criminal record includes charges of indecent exposure, indecent assault, outraging public decency, and multiple burglaries, during which he stole women’s clothing items.
Judge Brian Lewis addressed the court, describing Williams’s actions as “a sinister and persistent plot to exercise your sexual depravity.” The judge pointed out that Williams had written letters from his prison cell to his girlfriend, who was involved in his plans. These communications indicated a continued interest in female clothing, which experts identified as a key indicator of the risk he poses to society.
Williams, who resides on Old Chester Road in Rock Ferry, Wirral, was released from prison in January 2002 on licence. Following his release, he entered into a relationship with a woman who is now 24 years old. During this period, he stole clothing belonging to her, including underwear and other personal items, which he defaced with obscenities or destroyed altogether.
His criminal activity escalated, leading to his recall to prison in February 2003. The situation worsened in October 2004 when authorities uncovered a cache of approximately 1,500 pages of “graphic and disturbing” letters, along with a photograph of the intended victim. These materials revealed the extent of his disturbing intentions and plans.
Williams pleaded guilty to conspiring to commit sexual touching, and he is currently awaiting release scheduled for October of the following year. As part of his sentencing, he was ordered to register as a sex offender for the next ten years. Additionally, a Sexual Offences Prevention Order was imposed, which prohibits him from wearing women’s clothing, shoes, wigs, or make-up. The order also restricts him from being in the company of anyone under the age of 17, aiming to prevent any further risk to vulnerable individuals.
