PAUL BAXTER SCOUT LEADER FROM DEREHAM SENTENCED OVER 19,000 INDECENT IMAGES OF CHILDREN

In October 2014, a serious case emerged involving Paul Baxter, a former scout leader from Dereham, who faced legal action after a disturbing discovery on his computer. Authorities uncovered more than 19,000 indecent images depicting children, leading to his arrest and subsequent court proceedings.

Paul Baxter, aged 33 and residing on Chestnut Close in Dereham, admitted to possessing these illicit images during his court appearance at Norwich Crown Court. His role as a scout leader, which once involved guiding and mentoring young individuals, was abruptly terminated following the revelations. The severity of the case prompted swift action from the Scout Association, which immediately suspended Baxter from all contact with its members and activities upon being informed of the police investigation.

During the sentencing hearing, Michael Clare, representing Baxter, acknowledged the seriousness of his client's actions. Clare emphasized that Baxter’s collection was primarily focused on less severe images, although he admitted that Baxter’s searches included some of a more serious nature. The court was informed that Baxter’s behavior was not limited to passive possession; he actively sought out these disturbing images, which compounded the gravity of his offense.

Judge Maureen Baker delivered her verdict, imposing a community order that requires Baxter to undergo 24 months of supervision. As part of this order, Baxter is mandated to participate in a specialized treatment program aimed at addressing his offending behavior. Additionally, he has been placed on the sex offender’s register and is subject to a sexual offences prevention order, which restricts his activities and contact with minors. The court’s decision effectively bans Baxter from working with children in any capacity, reflecting the serious concern over his potential risk to the community.

Following the court proceedings, Simon Carter, a representative from the Scout Association, expressed their stance on the case. He confirmed that Baxter was immediately suspended from all Scout activities once the police investigation commenced. Carter stated, “We are pleased that he pleaded guilty to his crimes and is being suitably punished for his actions.” He further assured the public that the Scout Association has cooperated fully with law enforcement agencies throughout the investigation. Carter concluded by affirming that Baxter would never be permitted to return to any role within the Scout movement, underscoring the organization’s commitment to safeguarding its members and maintaining trust within the community.
