    PATRICK RYAN BUSTED IN BLACKPOOL AND PRESTON FOR SEX OFFENCE ORDER BREACH

    In a serious development, Patrick Ryan, a man with an extensive criminal record exceeding 600 offences, was taken into custody after being observed engaging in suspicious behavior involving young children. The incident took place in Blackpool and Preston, raising concerns about the safety of minors in these areas.

    Ryan, aged 58 and formerly residing on South King Street in Blackpool, was found to be in violation of a court-imposed Sex Offences Prevention Order (SOPO). This order explicitly prohibited him from having any contact with girls under the age of 16. Despite this legal restriction, Ryan was seen in public engaging with minors, which led to his arrest and subsequent court proceedings.

    According to court records, Ryan had a history of non-compliance with sex offender regulations. He had previously been convicted five times for failing to adhere to a SOPO and seven times for breaching a Sex Offenders Registration Order. These repeated violations underscored the ongoing concerns about his conduct and the potential risk he posed to the community.

    Following his arrest, Ryan was refused bail by Blackpool Magistrates’ Court and was remanded in custody. He was scheduled to appear before Preston Crown Court for sentencing on June 18. The case drew attention to the importance of monitoring individuals with such extensive criminal backgrounds, especially those under legal restrictions designed to protect vulnerable populations.

    Prosecutor Pam Smith provided details of the incident, stating that in February 2013, Ryan was formally subjected to the SOPO, which barred him from any contact with minors under 16. However, just two days after his release from prison in May 2014, Ryan was spotted on Langdale Road in Blackpool. Witnesses reported seeing him lying on the ground, appearing intoxicated, with his trousers down. Subsequently, he was observed talking to a group of children, including two girls aged nine and ten.

    Mark Phillips, representing Ryan, acknowledged that his client admitted to speaking with the children. He also stated that at the time of the incident, Ryan’s trousers were properly fastened, suggesting that the situation was not as initially perceived. Nonetheless, the breach of the court order remains a serious concern, emphasizing the ongoing vigilance required to prevent such violations and protect minors from potential harm.
