Paddy Mutch, a 37-year-old man with a notorious criminal record, has once again found himself in legal trouble after failing to notify authorities of his current whereabouts following his recent release from prison. This breach of his reporting obligations led to his arrest and subsequent court proceedings in Norwich.Mutch’s legal issues are not new. His criminal history is extensive, comprising a staggering 46 convictions for a total of 99 offences, including thefts, burglaries, and shoplifting. His previous convictions also include a serious sexual assault incident in Norwich, which involved threatening a woman with a knife, attacking her, and attempting to remove her trousers before sexually assaulting her. This incident took place in June 2023, when he visited the woman at 4 a.m., an act that further underscores his pattern of violent and predatory behavior.
Following his release from an 18-week prison sentence for similar breaches, Mutch was required to register his address with the police within three days. However, he failed to do so, which led to his arrest on June 16. The Norwich Magistrates' Court heard that he had been living rough after his release, although he now has a permanent residence. Despite his previous incarcerations, Mutch’s repeated breaches highlight ongoing issues with compliance and supervision.
In January 2024, Mutch was brought before Norwich Crown Court, where he pleaded guilty to the charge of failing to notify the police of his address. The court sentenced him to 15 months in prison and ordered that he be placed on the sex offenders register for a period of 10 years. The judge emphasized the importance of strict adherence to reporting requirements, warning that any future failure to comply would result in further imprisonment.
