UK BORDER FORCE AGENT AND GIRLFRIEND FILMED WOMEN IN TOILETS AND CHANGING ROOMS
A Border Force officer in the UK, Neil Adams, along with his partner Stephanie Whitehead, was found to have secretly recorded women in toilets and changing rooms for his own twisted sexual satisfaction.Neil Adams, aged 40, and Whitehead used mobile devices to film over a period of several years, capturing victims who were later identified by authorities.
Adams notably recorded women using toilets at the Port of Calais and Dunkirk Ferry Port.
Their criminal activities came to light after a woman noticed a concealed phone while she was in a bathroom with her young child.
Prosecutor Kieran Brand told Canterbury Crown Court that the woman saw sunlight reflecting off a camera lens as she pulled up her child's underwear.
She discovered a mobile phone wrapped in a microfibre towel, aimed at the toilet, with the screen showing the live recording and indicating it was active.
Whitehead, also 40, was involved in producing the covert recordings, capturing women in various states of undress in store changing rooms and at a swimming pool.
One victim was filmed topless inside a cubicle.
Following police intervention, searches of the couple's home in Ashford revealed extensive digital evidence of their crimes.
Between 2014 and 2020, numerous videos were documented, with the pair caught on camera in mirrors or placing and collecting their filming devices.
Twelve victims were identified, and some reported experiencing significant distress after discovering they had been secretly recorded.
One victim described feeling nauseous every time someone tried to record her, and another revealed she had stopped eating and drinking to avoid using toilets after the revelation.
Adams and Whitehead, who are parents to a young child, pleaded guilty to multiple counts of voyeurism 11 for Adams and seven for Whitehead.
Adams also admitted to making an indecent image of a child and sexual assault.
He confessed to an incident in 2014 where he unlawfully entered a woman’s bedroom, touching her sexually without consent.
She noticed movement under her duvet and saw Adams on the floor looking at his phone while touching her leg.
Both defendants, residents of East Guldeford in Rye, appeared before the court for sentencing.
Defense lawyer Nicholas Maggs stated that Whitehead admitted to the charges early and has no prior convictions, emphasizing her remorse and the limited impact on her caretaking responsibilities.
Adams, who also accepted guilt early in the process, initially denied the sexual assault but later pleaded guilty.
The judge, Recorder James Lofthouse, expressed that Whitehead’s immediate imprisonment might cause undue hardship on her son but ruled that Adams deserved a custodial sentence.
He highlighted the lasting harm caused to the victims, emphasising the perverse nature of the offences.
Addressing Whitehead, the judge noted her likely involvement was influenced by Adams’s coercion.
Adams was sentenced to 28 months in prison, while Whitehead received a 12-month sentence suspended for two years and was ordered to do 180 hours of unpaid work.
Both were also placed under a 10-year sexual offender notification requirement.
As she left the court, Whitehead declined to comment.
A government spokesperson reaffirmed the UK Border Force’s commitment to high standards and called for disciplinary actions against officers who misconduct themselves.
Adams was suspended in September 2019 and dismissed in July 2021 following the police investigation.
