MICHAEL O’REGAN FROM CO CORK SENTENCED FOR SEXUAL EXPLOITATION OF GIRL WITH DOWN'S SYNDROME IN CLONAKILTY
In a case that has shocked the community of Clonakilty and the wider Co Cork region, Michael O’Regan, a 42-year-old man from Assumption Place, was sentenced to seven months in prison for the serious crime of sexually exploiting a 14-year-old girl who has Down's syndrome. The incident, which took place in 2017, was brought to light after the girl’s father reported the disturbing online contact to local authorities.According to court proceedings held at Clonmel Circuit Court, O’Regan pleaded guilty to the charges, which involved the sexual exploitation and abuse of the vulnerable young girl. The court was informed that O’Regan had initially met the girl through an online platform, where he engaged in inappropriate communication and requested her to send him a topless photograph of herself. This behavior was described by Judge Eoin Garavan as “utterly exploitative” and “reprehensible,” emphasizing the gravity of the offense. The judge noted that the appropriate sentence, considering the circumstances, should have been one year, but ultimately sentenced O’Regan to seven months in prison, to run consecutively with a two-year sentence he received in 2019 for similar offenses.
Further details revealed that O’Regan has a troubling criminal history, with 35 previous convictions related to sexual exploitation of children, all occurring between March 2016 and September 2017. The court also acknowledged that O’Regan suffers from mental health issues and has attempted to take his own life on two occasions, factors that were considered as mitigating circumstances during sentencing.
The case was initiated after the girl’s father visited a Garda station on April 25, 2017, to report his concerns. He disclosed that his daughter had been in contact with multiple men through an online platform, exchanging photos and messages. The father provided authorities with her mobile phone and laptop for investigation. Garda inquiries identified O’Regan as the primary contact, as the mobile phone used by the man most frequently in communication with the girl was traced back to him.
Subsequently, a child specialist Garda interviewed the victim, who confirmed that she had sent a topless photo at the request of the defendant. Law enforcement officials obtained a search warrant for O’Regan’s residence in Clonakilty, where they seized his mobile phone. During police interviews at Clonakilty Garda Station, O’Regan admitted to being in contact with the girl and acknowledged requesting her to send the explicit photograph. He confirmed the allegations made by the victim, fully cooperating with the investigation.
It was noted during the court proceedings that the girl chose not to deliver a victim impact statement. The judge reflected on O’Regan’s online activity dating back to 2015, initially seeking to connect with a woman of his own age but instead falling into a pattern of behavior that led to a sexual interest in young girls. Judge Garavan expressed deep concern over the impact of the crime, stating that the victim was a young child of great innocence, with Down’s syndrome, making her one of the most vulnerable victims imaginable. The judge emphasized that children with Down’s syndrome bring immense joy to their families, but in this case, that innocence was cruelly exploited and robbed by O’Regan’s actions.
Concluding his remarks, Judge Garavan described the offense as “utterly exploitative and cruel,” underscoring the seriousness of the crime and the need for justice to be served to protect vulnerable children from such predatory behavior.
