MARCMANNING AND SHOCKING SEXUAL ABUSES IN BLACKPOOL AND CUMBRIA

A deeply disturbing case involving a health professional named Marc Manning has come to light, revealing a pattern of sexual misconduct and covert filming targeting unsuspecting male victims.

Manning, aged 36 and residing in Thornton-Cleveleys near Blackpool, was convicted and sentenced to prison after a series of heinous acts that have left many of his victims traumatized and his community in shock.

The offences took place primarily during Manning's tenure as an occupational health technician, a role in which he was entrusted to carry out routine health assessments on employees across Carlisle, Kendal, and other parts of west Cumbria.

The court heard that Manning used this position to exploit his authority over young men, subjecting them to unnecessary and invasive examinations under false pretenses.

His employment was with a private health firm that conducted these checks, most of which involved standard procedures like measuring height, weight, blood pressure, assessing eyesight, and discussing general health concerns.

However, concerns arose in February 2018 when suspicious activities were reported after Manning performed what appeared to be unnecessary hernia examinations on workers.

These checks were not within the normal scope of occupational health practices.

A health and safety advisor at the firm raised alarms after noticing Manning conducting these procedures, which no qualified health technician was supposed to do.

It became clear that some of the male employees trusted Manning and believed they were participating in legitimate clinical assessments, unaware that he was, in fact, preparing to carry out inappropriate examinations.

Further investigation revealed that Manning had employed manipulation and deceit to carry out his abuse.

Several victims recounted how Manning would ask them to remove their clothing or place themselves in vulnerable positions, citing reasons such as body contamination from workplace chemicals or a warm consulting room as justification.

At least one of the workers noticed Manning’s mobile phone propped up against a mug during these sessions, sparking suspicion; however, no direct evidence of covert filming was initially found at that time.

The true extent of Manning’s misconduct extended well beyond these sexual assaults.

Over the course of more than two years, he secretly recorded over 300 videos using footage obtained from recordings of men changing clothes or urinating in gym locker rooms where he was a member.

These recordings were made covertly with the help of background video recorder apps installed on his phones, enabling Manning to capture images without raising suspicion.

The investigation uncovered that Manning had used his mobile devices, including phones and laptops, to store and produce these voyeuristic recordings—some of which depicted private moments in gym changing rooms, with the victims entirely unaware of being filmed.

Police arrested Manning on February 28, 2021, seizing his electronic devices during the investigation.

Detective Constable Charlotte Jones, who led the inquiry, stated she had never seen such an enormous collection of voyeuristic material stored on a single phone.

The images and videos revealed not only the extent of Manning’s obsession but also the lengths he had gone to ensure he could collect this material over an extended period.

The legal proceedings brought to light the full scope of Manning’s abuse.

In court, he admitted to nine counts of sexual assault and two counts of voyeurism, including multiple offences committed from January 2018 until his arrest in 2021.

Prosecutor Harriet Lavin explained that Manning targeted mostly male workers, many of whom were unaware of his true intentions during their health checks.

The victims described feeling confused, uneasy, or uncomfortable during the examinations, and some noticed Manning’s suspicious behavior, such as his use of a mobile device for recording.

Impact statements from victims highlighted the profound damage caused by Manning’s actions.

One expressed that his trust in health professionals had been shattered, while another admitted feeling naive and violated, realizing only later the extent of Manning’s exploitation.

Some victims described feeling as if they had been duped into trusting a man they thought was a medical expert.

The victims’ reactions underscored the betrayal of trust inherent in Manning’s misconduct.

Manning’s defense attorney, Anthony Parkinson, claimed that his client felt genuine remorse and had begun addressing his issues through therapy.

However, Judge Richard Archer condemned Manning’s actions as a gross breach of trust that had devastating implications for all men who rely on healthcare professionals for assistance.

The judge emphasized that Manning’s abuse of his trusted position not only harmed his victims but also undermined public confidence in medical professionals.

Addressing Manning directly, Judge Archer pointed out that his history of mental health struggles, difficulty accepting his sexuality, and troubled childhood did not justify his criminal actions.

The Judge stated that Manning’s behavior was deliberate and driven by a desire for sexual gratification, rather than any form of exploration or experimentation.

Evidence suggested Manning had a clear intention to film his assaults, which was evident from the suspicious deployment of his devices.

Ultimately, Manning was sentenced to four and a half years in prison and was ordered to register as a sex offender for life.

Upon release, he will be subject to a stringent sexual harm prevention order, which bans him from possessing any cameras or digital devices without appropriate monitoring and control.

Manning’s previous role as a health technician in 2018 involved conducting health checks on 205 individuals, making his abuse of trust even more troubling.

Detective Constable Charlotte Jones expressed gratitude to the victims for their bravery and cooperation throughout the investigation.

She condemned Manning’s abuse of authority, stating that his actions constituted a severe violation of professional and personal boundaries, leaving lasting scars on those he exploited.

The authorities continue to urge anyone affected by sexual assault or abuse to seek help.
