    KLAUS HANSELL FROM HEYBRIDGE RECEIVES SEX OFFENDER PREVENTION ORDER IN ESSEX

    In June 2009, a significant legal action was taken to enhance public safety concerning a convicted sex offender residing in Heybridge, Essex. Klaus Hansell, aged 61 and living at Heymeads Court in Heybridge, was subjected to a comprehensive sexual offences prevention order issued by the authorities to restrict his interactions with minors and to prevent potential reoffending.

    Under the terms of this order, Hansell is prohibited from allowing any individual under the age of 16 to enter any premises he occupies unless accompanied by that minor’s parent, guardian, or designated carer. This restriction aims to prevent situations where minors could be exposed to potential harm while in his residence or other locations he frequents.

    Furthermore, the order explicitly forbids Hansell from being in a vehicle with anyone under 16, except in cases where he is traveling on a public service vehicle such as a bus, coach, train, or tram, and only if the minor is accompanied by a parent, guardian, or carer. This measure is designed to limit opportunities for inappropriate interactions during travel.

    In addition to these restrictions, the order stipulates that Hansell must not refuse entry to his home when police officers attend for monitoring purposes. This clause ensures that authorities can conduct regular checks to verify compliance with the order and to monitor his behavior effectively.

    The application for this prevention order was initiated by Essex Police and was heard at Witham Magistrates’ Court. An interim order was granted in November of the previous year, allowing police to take immediate protective measures while Hansell sought legal advice. However, Hansell breached this interim order in February, leading to his remand in custody for a period of three months as a consequence.

    Chief Inspector Nick Lee of Maldon police commented on the case, emphasizing the importance of the legislation. He stated, “Officers have been working diligently over the past year to secure the full order. This is only the second time this legislation has been used in Maldon district, and it provides us with additional powers to prevent crime. The order will be closely monitored, and any breaches will be dealt with firmly. This demonstrates our commitment to using all available means to ensure public safety.”

    Representing Hansell, Phillip Williams argued that the order had been contested previously because Hansell, who reportedly has learning difficulties, did not fully understand the proceedings or accept hearsay evidence presented by police. Williams explained, “It’s not a case of a vindictive or overly intelligent paedophile; he struggles to understand what’s happening.”

    However, Alison Lambert, the barrister representing Essex Police, countered this assertion by stating that the order had been drafted in a manner that Hansell could comprehend. She affirmed, “The order has been stated in such a way that he understands what is expected of him and what the consequences of breaching it would be.”

    Violating the terms of this prevention order would result in Hansell’s arrest and a court appearance, where magistrates would decide whether to impose imprisonment or other sanctions. The case underscores the ongoing efforts by law enforcement to prevent reoffending and protect vulnerable minors within the community of Heybridge and the wider Essex area.
