    KEVIN ANDREWS CAUGHT IN LUTON AND LONDON FOR SEXUAL OFFENCES INVOLVING CHILDREN

    In a disturbing series of incidents spanning several years, Kevin Andrews, a man from Luton, has been convicted and sentenced for multiple sexual offences involving minors. His criminal activities include indecent assaults on children and possession of indecent images, with his actions taking place both in his hometown of Luton and at London Underground stations.

    On March 16, 2019, Andrews was caught on CCTV at a Luton supermarket, specifically the Iceland store on Marsh Road, engaging in inappropriate conduct towards young girls. The footage revealed Andrews dropping his keys near two young girls and then sexually touching them as he bent down to retrieve his belongings. The offences occurred on two separate occasions within a span of just four minutes, highlighting a pattern of predatory behavior. Following a thorough investigation, Andrews was brought before Luton Crown Court, where he was sentenced to 13 months in prison. The court found him guilty of two counts of indecent assault on children under the age of 13 and also convicted him of breaching a Sexual Harm Prevention Order that had previously been imposed.

    Interestingly, Andrews’ criminal record includes an earlier incident from 2014, when he narrowly avoided imprisonment after being caught filming up a schoolgirl’s skirt at Moorgate London Underground station. The offence took place in the early hours of July 9, 2013, around 8 am, when Andrews was observed acting suspiciously by an off-duty Metropolitan Police special constable. The officer noticed Andrews behaving in a manner that was out of the ordinary and decided to follow him. As Andrews moved up the escalator and stood close to a young schoolgirl, he held his mobile phone low in camera mode, attempting to capture images beneath her skirt. The officer confronted Andrews and demanded to see his phone, which contained the illicit images. Further investigation revealed additional videos stored on a disc and indecent images of children on Andrews’ laptop at his home address.

    Andrews was subsequently charged and appeared at Blackfriars Crown Court on December 20, 2014. He pleaded guilty to possessing an indecent image of a child and two counts of outraging public decency. The court sentenced him to six months in prison, suspended for 18 months. Additionally, Andrews was fined £300, required to register as a sex offender for seven years, and was issued a five-year Sexual Offences Prevention Order (SOPO). This order explicitly prohibits him from taking or possessing images of females he does not know.

    Detective Constable Darren Davies, the officer leading the investigation, emphasized the importance of vigilance and prompt reporting. He stated, “Thanks to the quick actions of the off-duty special constable, Andrews was quickly arrested. The special constable was suspicious of Andrews because his behaviour was unlike everyone else on the platform. He was clearly watching female passengers so the officer started following him. Andrews’ phone and a disc found at his home revealed more up skirt videos. With this overwhelming evidence he had no option but to plead guilty.”

    This case underscores the ongoing efforts of law enforcement agencies, including British Transport Police, the Metropolitan Police Safer Transport Command, City of London Police, and Transport for London, under the initiative known as Project Guardian. The initiative aims to improve reporting of sexual offences and foster a transport environment intolerant of harassment and intimidation. Authorities encourage victims to come forward and report any inappropriate behaviour, whether minor or severe, to help prevent further incidents and hold offenders accountable.
