    CONVICTIONS OF PUPPY FARMERS KELLY WEBB AND JOHN CACACE IN ARLINGHAM, GLOUCESTERSHIRE

    Kelly Webb and John Cacace, both of High Street, Arlingham, Gloucester GL2 7JN, have been convicted of animal welfare offences related to their puppy farming activities, with a sentencing date set for 2025.

    In June 2023, authorities executed a warrant at Webb and Cacace’s residence following investigations into their unlicensed dog breeding operations. During the raid, seven dogs and a litter of puppies were seized on the grounds of poor animal welfare conditions. The operation came after Stroud District Council received intelligence from the Nature Watch Foundation about the illicit puppy farming activities of the couple.

    Webb and Cacace were interviewed by investigators but declined to comment, choosing to give 'no comment' responses.

    Subsequently, the local authority took possession of all the seized animals under Section 20 of the Animal Welfare Act 2006. Most of these dogs have since been re-homed, with only one remaining in their care.

    On March 17, 2025, at Gloucester Crown Court, both Webb and Cacace admitted to offences related to animal welfare and breeding dogs without a license. The court ordered costs covering veterinary treatment and kennelling fees to be paid to the council.

    Cacace received a 12-month community order with 100 hours of unpaid work, a fine of £2,000, and a ten-year ban on keeping dogs, which will expire in April 2035. Webb received a nine-month community order, a £500 costs award, a £129 fine, and a £114 victim surcharge. She also faces a five-year ban on keeping dogs, valid until April 2030.

    In a linked case from July 2023, John Cacace was ordered to pay £4,946 in costs to Stroud District Council concerning the seizure and veterinary care of dogs named Buster, Mary Jane, Bella, Roxy, Dynamite, and Bingo. These animals, owned by Cacace and Webb, were taken on welfare grounds and required veterinary treatment.

    Additionally, the family business run by Mickey and Charmaine Webb, also of Arlingham, was involved in puppy farming. Three more dogs—a French bulldog cross named Arrow, an English Springer Spaniel called Vinnie, and a terrier named Tina—were seized from their property at 3 Forest View, Passage Road, Arlingham, Gloucestershire GL2 7JR. Charmaine Webb was ordered to pay £1,054 to Tewkesbury District Council.

    This series of convictions highlights ongoing concerns over illegal puppy farming and animal welfare violations in the region.
