    In a troubling case that has raised serious concerns about the effectiveness of monitoring sex offenders, Keith Parr, a resident of Eastwood, managed to evade police detection for a period of two years. Despite being under legal obligations to register his address with authorities, Parr deliberately turned his back on law enforcement and the probation service, choosing to live incognito within the community.

    Parr, aged 24, had previously been convicted of a serious offense involving the indecent assault of a girl under the age of 14 in the year 2000. As part of his sentence, he was mandated to sign the sex offenders' register and to inform police of any change of address within seven days. Failure to comply with these requirements could have resulted in a prison sentence of up to five years. However, between May 15, 2002, and May 27, 2004, authorities had no knowledge of his whereabouts, as he failed to update his address as required.

    During this period, Parr was living in Eastwood, initially residing with his father at Manor Road. After three weeks, he moved in with his girlfriend, but he was too frightened to notify the police of these relocations. This concealment of his whereabouts was a breach of his legal obligations and a significant failure in the system designed to protect the community from known offenders.

    It was only in July 2004 that Parr appeared before Nottingham Magistrates’ Court, where he admitted to the charge of failing to register his new address. The court was informed that despite his movements, he had not kept authorities updated, which caused considerable concern among law enforcement officials and the public alike.

    As part of his sentence, Parr was placed under a 12-month community rehabilitation order supervised by the probation service. This order required him to keep police informed of his whereabouts at all times. However, the fact that police had been unaware of his location for such an extended period has sparked alarm and questions about the adequacy of monitoring procedures for sex offenders living within the community.
