    In April 2017, a disturbing case emerged involving Karl Palmer, a 36-year-old resident of Modbury, who narrowly avoided imprisonment after a series of invasive and illegal activities targeting women and children. Palmer was found to have secretly recorded up the skirts of approximately 700 women, capturing images and videos of their backsides without their knowledge or consent. Most of these illicit recordings took place within the confines of a local Co-op store in his hometown, where his sneaky behavior went unnoticed until police executed a raid on his residence.

    During the police search, officers uncovered a staggering collection of digital material, including over 3,000 indecent images of children stored across his computers. Among these were more than 300 photographs depicting minors being sexually abused by adults, a revelation that deeply shocked the authorities and underscored the severity of Palmer’s offending. The police, overwhelmed by the volume of material, eventually ceased their efforts to examine every image in detail due to the sheer scale of the collection.

    Investigators also discovered that Palmer’s devices contained approximately one million images, although not all were deemed indecent, and some duplicates were present. The police traced downloads of illegal images of children directly to Palmer’s internet provider address, establishing a clear link between him and the illicit material. Tens of thousands of search terms associated with child exploitation and indecent content were found on his devices, alongside access to websites known for hosting such material.

    In addition to the child exploitation images, police recovered 706 videos depicting women’s backsides, many of which were filmed covertly in public spaces, including shops. Palmer’s own confession confirmed that he had filmed numerous victims within the Co-op store and other locations around Modbury, highlighting a pattern of obsessive and predatory behavior.

    Judge Paul Darlow addressed the court, emphasizing the gravity of Palmer’s actions. He remarked, “If those women ever discovered what happened, it is not hard to imagine just how soiled they would feel that you had images of their buttocks or up their skirts.” The court proceedings revealed that Palmer had admitted to making 317 still and moving images of children in Category A, depicting young people being sexually abused by adults, between August 2012 and May 2016. He also pleaded guilty to creating or downloading 593 Category B images and 2,425 Category C images during the same period. Additionally, Palmer admitted possessing 21 prohibited images, including indecent cartoons of children, and was found guilty of acts outraging public decency by recording images of female buttocks from July 2015 to May of the following year.

    As a result of his convictions, Palmer was sentenced to two years in prison, but the sentence was suspended for two years, meaning he would not serve time unless he committed further offenses during that period. He was also ordered to complete 240 hours of unpaid community work and undertake an internet sex offenders’ course. Palmer’s case has raised significant concerns about the safety of women and children in Modbury and the wider community, highlighting the importance of vigilant law enforcement and the ongoing fight against online and offline sexual exploitation.
