JOHN FOGG, WIRRAL SCOUT LEADER, SENTENCED FOR CHILD CRUELTY AND SEXUAL OFFENCES
In January 1999, John Fogg, a 44-year-old Scout leader from Wirral, was sentenced to two years in prison after admitting to multiple charges of indecent assault, outraging public decency, and child cruelty. During the sentencing at Liverpool Crown Court, Judge David Maddison emphasized the vulnerability of Fogg’s young victims and condemned his breach of trust."What you did to them caused them fear and embarrassment, and they have enduring memories of what went on despite their efforts to forget," the judge stated. "I have a duty to deter others in similar positions of responsibility from abusing their authority in the same way you did."
Fogg, who led the 1st Great Meols Scout Troop when the offenses took place between January 1979 and July 1987, pleaded guilty to the charges. His crimes included indecently assaulting an 11-year-old boy, showing explicit pornographic videos to other Scouts, and involvement in cruel initiation rituals.
He was ordered to register as a sex offender for ten years. The court was told that Fogg, of Barnhey Crescent, Meols, was arrested following allegations uncovered during Operation Care, a police investigation into institutionalized child abuse.
Prosecutor Mr. James Rae revealed that the victims ranged in age from 11 to 13. One incident involved Fogg sexually molesting an 11-year-old Scout while they were sleeping in the Great Meols Venture Scout hut, which led to the boy leaving the Scout group out of distress.
Fogg also showed inappropriate videos on a television beneath the Scout flag in the hut. Regarding a cruelty charge, Mr. Rae explained that the troop had an initiation ritual involving throwing naked boys into a river, then later changing to a test where they had to run naked between tent pegs while peers threw water at them. Fogg denied actively participating but claimed he was present to ensure no one was hurt or severely distressed.
Defense lawyer Mr. Brian Cummings stated that Fogg, a contracts manager, had already pleaded guilty and avoided the trauma of a court trial. Cummings noted Fogg's marriage of five years, a young daughter, and his financial difficulties, which could have led to bankruptcy and the loss of their home if he had been jailed.
He also highlighted that Fogg’s status as a convicted sex offender had led to involvement from social services and caused public disgrace for his family.
