GRAHAM PHILLIPS REPEATED OFFENDER FROM STAINES-UPON-THAMES SENTENCED FOR CHILD PORNOGRAPHY AND SEXUAL OFFENCES
In a series of disturbing criminal cases spanning over several years, Graham Phillips, a known sex offender from Staines-upon-Thames, has been repeatedly convicted of heinous crimes involving child exploitation and possession of indecent images. His latest conviction, which resulted in a 40-month prison sentence, underscores the ongoing threat posed by individuals with a history of sexual offenses against minors.On February 17, 2023, Phillips, aged 63 and residing on Bridge Close in Staines-upon-Thames, was sentenced at Guildford Crown Court after pleading guilty to breaching his sexual harm prevention order and possessing indecent images of children. The charges stemmed from an incident on August 26, 2022, when officers from the High Harm Perpetrator Unit, who had been monitoring him, observed him engaging in suspicious activity along the banks of the River Thames near Staines Town Centre. They saw him speaking to three children, which raised immediate concerns given his known background.
Following his arrest, authorities conducted a thorough search of Phillips’s mobile devices. The investigation uncovered multiple indecent images of children, further confirming his ongoing involvement in illegal activities. It was revealed that Phillips had been attempting to communicate with three 12-year-old boys during their summer holidays, a clear violation of his previous legal restrictions. The evidence was overwhelming, leading to his remand in custody and subsequent guilty plea.
His sentencing marked another chapter in a long history of criminal behavior. Back in January 2016, Phillips was caught with over 30,000 indecent images of children stored on his computer. During a police raid at his residence in Darwin Close, Medbourne, he attempted to destroy evidence by throwing his laptop out of a window. When officers recovered the device, they discovered thousands of photographs depicting children as young as six months old. The severity of these images was classified at the highest levels on the COPINE scale, indicating extremely serious material.
Phillips pleaded guilty at Aylesbury Crown Court on December 5, 2016, to making indecent photographs of children and breaching a sexual offences prevention order. He was sentenced to three years and three months for the images and an additional six months for the breach, with the sentences to run consecutively.
His criminal activities date back even further, with a notable incident in March 2010. At that time, Phillips, then 52, was stopped at Dover’s Eastern Docks by UK Border Agency officers. He was found to be in possession of a significant collection of child abuse images after refusing to unlock his laptop, claiming it contained confidential work-related data. The laptop was later examined and found to contain numerous indecent images of children, rated at the most severe level on the COPINE scale.
Following this discovery, authorities launched an extensive investigation. Despite initial difficulties in locating him, Phillips was eventually arrested at a football match in Kings Langley on November 5, 2010. He faced a total of 37 charges related to possession and importation of indecent images. The investigation was supported by an appeal on the Crimewatch TV programme, which helped authorities track him down. Det Insp Marcus Bromley emphasized the seriousness of these crimes, stating, “People who commit these crimes have no place in our society and this should serve as a warning that we will do all we can to arrest them and bring them before the courts.”
Phillips was ultimately sentenced to two years for importing obscene materials and another two years for possession, with the sentences to run concurrently. Additionally, he received an eight-month sentence for breaching his sex offender conditions, reflecting the gravity of his repeated offenses and the ongoing threat he poses to the community of Staines-upon-Thames and beyond.
